Assignment Description

Background and Purpose

The Act (2018:1937) on Accessibility to Digital Public Service (DOS-lagen) requires public sector websites, mobile apps, and digital services to be accessible to all users. To fully meet these requirements, PTS needs the help of a consultant who will perform accessibility reviews and adaptations of documents during 2026. The documents must be publishable on the authority's websites according to the standard EN 301 549 version 4.1.1, based on the revised requirements in WCAG 2.2. The assignment is to be carried out during 2026, and costs will be charged to the authority's appropriation for 2026.

Scope and Execution of the Assignment

The assignment should commence as soon as possible and continue until December 31, 2026. The work involves approximately 150 documents, averaging about 30 pages per document. Additional documents may be added. Documents to be reviewed and adapted for accessibility will be sent continuously to the assignment consultant, who will return the documents to PTS after completion. PTS does not provide equipment for the work. The assignment consultant must not perform the work on PTS premises. The work must be performable independently.

Staffing and Scope

The assignment can be performed by an individual consultant or a team. All consultants must come from the same supplier. Staffing and resource allocation should be adapted to the scope of the assignment and the requested deliveries. There is no requirement for an individual consultant to work full-time.

Deliveries and Quality Requirements

PTS expects the supplier to deliver:

Coordination

The supplier shall have ongoing coordination meetings with the designated contact person at PTS.

Coordination can take place via digital meetings, phone, or email as agreed between the parties.

Timeline

The assignment shall commence as soon as possible after the contract is signed.

The supplier must be able to handle ongoing orders throughout the contract period.

• Accessibility-adapted documents as PDF files compliant with EN 301 549 version 4.1.1, based on the revised requirements in WCAG 2.2.
• A separate description of the adjustments made in each document.
• Accessibility-adapted documents should normally be delivered within 48 hours, unless a different timeline is agreed upon between the parties or the scope of the assignment requires a longer processing time.

• Very good competence in accessibility adaptation of documents to meet the requirements of (2018:1937) on accessibility to digital public service.
• Ability to work in Adobe Acrobat Pro or equivalent professional tool for PDF accessibility.
• Ability to produce accessible documents in PDF format.
• Thorough knowledge of EN 301 549 version 4.1.1, WCAG 2.2.
• Documented experience of similar assignments.
• Documented experience of similar assignments within the public sector.
• Implementation Plan and Timeline: The supplier shall briefly describe the working methods for accessibility review, adaptation, and quality assurance of documents, as well as the proposed staffing and division of responsibilities. The plan should be based on approximately 150 documents averaging about 30 pages per document and describe how ongoing orders, the normal delivery time of 48 hours, and any additional documents are handled, and how the assignment is planned to be completed within the contract period.
