Jobbeschreibung

The Ministry of Health, Welfare and Sport (VWS) is looking for an advisor to lead the project for making Prenatal Screening Infectious Diseases and Erythrocyte Immunization (PSIE) data available via a Personal Health Environment (PGO).

Project overview

Client

We are the Information Policy Directorate / CIO (DICIO) of the Ministry of Health, Welfare and Sport. Together with the healthcare sector, ICT suppliers and citizens, we are building a future-proof health information system.

Together for a healthy, fit and resilient Netherlands

The healthcare sector is under pressure and healthcare costs are rising. To keep healthcare good, affordable and accessible, digitalization and data availability are crucial. An important part of this is a reliable and secure health information system in which everyone can access the right health data at the right time and in the right place.

Taking the lead and providing direction

DICIO takes the lead and provides direction in the realization of this health information system. We do this, for example, by creating policy and legislation, setting frameworks and making decisions. We ensure uniformity in the recording and sharing of health data and access to that data. And we promote a climate in which innovation in technology and policy thrives.

Reliable, open and passionate

At DICIO, you work at the forefront of the digital transformation of healthcare. Together with a team of passionate colleagues, you contribute to policy and products that have a direct impact on the health and well-being of the residents of the Netherlands.

Assignment and activities

Data availability for citizens contributes to better care. When citizens have insight into their health data, they can view results, medication, treatments, and letters. In addition to data from healthcare providers, health data from public institutions is also relevant, such as data on vaccinations, population screenings, and medication declarations. With this information, they can prepare for appointments, review information, and ask more targeted questions to their healthcare provider. This helps to make shared decisions about treatment and gives more control over the care process.

For healthcare providers, this means that patients come to consultations better prepared.

To also make health data from public institutions available to citizens, DICIO is working on making this data accessible within the program 'Making Health Data Available from Public Institutions' (OGPI).

Do you want to contribute as an advisor for Prenatal Screening Infectious Diseases and Erythrocyte Immunization (PSIE) to a current and socially relevant issue at the intersection of public health and data exchange? And are you a connecting advisor with an affinity for ICT and data issues within public health? Then we are looking for you.

As a PSIE advisor, you will play an important role in preparing the release of PSIE data via a Personal Health Environment (PGO). A PGO is an app or website where citizens can retrieve a copy of their health data safely and for free in one place. Based on an exploration of the available data, involved systems, and legal, technical, and ethical aspects, you will draw up an action plan. In this plan, you will outline the necessary follow-up steps and define clear preconditions and multiple Go/No Go moments. The dossier-holding Directorate of Public Health and the RIVM will be involved.

Specifically, this includes:

After this preparation phase, you will lead the project that will lead to the actual release of the PSIE data.

About OGPI

The program 'Making Health Data Available from Public Institutions' (OGPI) of the Ministry of VWS makes health data from public institutions available to citizens. This includes vaccination data, population screenings, screenings, medication declarations, and data from national registers. The goal is to make more of this data available via the MedMij code of conduct. For now, the data will be available in a PGO. In the future, Mijn Gezondheidsoverzicht, an insight function developed by the central government, will also be available.

Through OGPI, health data from various public executive organizations have been made available to citizens in PGOs with a MedMij label in recent years. This includes, for example, corona vaccinations, vaccination data from the National Vaccination Program, HPV vaccinations for young people, and soon documents with results from cancer population screenings. In the coming years, other data will be added, such as results from Prenatal Screening Infectious Diseases and Erythrocyte Immunization (PSIE).

Furthermore, it is being explored how the Schengen Medication Declaration and data from various national registers (such as the Donor Register) can be made available in the PGO.
