Jobbeschreibung

Rijkswaterstaat is seeking an experienced advisor to rationalize and manage its website portfolio, focusing on governance, content migration, and CMS strategy.

Project overview

Assignment Description

Background

In the past year, the Competence Center Websites (CCW) has been established within Rijkswaterstaat. Work methods, processes, governance, and management agreements for websites have been defined. An up-to-date insight and overview of the existing website portfolio has been built, providing better visibility into ownership, content, management, and technical setup. An initial inventory for rationalization has also been made. The next step is to further rationalize and streamline the website portfolio. The goal is to ensure correct, current, and complete external information provision via Rijkswaterstaat's websites.

Furthermore, rationalization contributes to reducing management overhead, risks, and costs by decreasing fragmentation and limiting the number of websites. To carry out this task, temporary expertise is being hired to prepare choices and guide the actual implementation.

Responsibilities

Coordinate with website owners on added value, ownership, usage, management overhead, costs, and strategic relevance.

Prepare proposals for: phasing out websites; transferring content to rws.nl; migrating to another content management system (CMS).

Coordinate with Corporate Communications on content, communication, and governance aspects.

Prepare decision-making and, where necessary, present issues to authorized decision-makers.

Coordinate the implementation of approved rationalization and migration decisions.

Document analyses, decisions, management agreements, and achieved results.

Required Competencies

Extensive experience with website portfolio management, web governance, and CMS migrations.

Strong analytical skills, capable of reducing complex portfolios to concrete choices and priorities.

Results-oriented, able to work independently and structured.

Excellent oral and written communication skills.

Desired Profile

Senior information provision/digital service employee with demonstrable experience in rationalizing website portfolios, web governance, content migrations, and decision-making within a large public organization. The candidate possesses the ability to connect substantive analyses with executable choices and supported decision-making.

Leadership and Supervision

Yes. The candidate is part of the Competence Center Website (CCW) where daily direction is provided regarding activities and execution.

What We Value in You

What we value in you goes beyond just your expertise. We appreciate your commitment and enthusiasm with which you directly contribute to making website processes more efficient and effective, resulting in better service delivery to society. We also value your results-orientation, administrative sensitivity, and team player mentality, as these aspects are essential to increasing Rijkswaterstaat's societal relevance. Together with you, we want to realize the ambition to organize work differently and better.

Background of the Assignment

Rijkswaterstaat

Rijkswaterstaat is the executive organization of the Ministry of Infrastructure and Water Management and consists of seven national and seven regional organizational units. For over 200 years, we have been working daily on a safe, livable, and accessible Netherlands. We manage and develop national roads, waterways, and waters and focus on a sustainable living environment. Together with others, we work on a country protected against floods. Where there is enough greenery, and sufficient and clean water. And where you can travel quickly and safely from A to B.

Working together for a safe, livable, and accessible Netherlands. That is Rijkswaterstaat.

Corporate Services (CD)

Do you want to work at Rijkswaterstaat within the Corporate Services (CD)? This organizational unit supports all primary work processes of the Board, the Executive Staff, and other organizational units of Rijkswaterstaat. This includes operational services such as HRM, communication, facility and financial services, administrative legal affairs, and real estate. Outside Rijkswaterstaat, the CD also provides support for other government bodies and parties, such as municipalities and water boards.

Approximately 1,000 people work within the CD, spread across the Customer & Services unit and the three directorates: Communication, Personnel & Legal, Facilities & Finance, Information Provision, Information Management & Control. Business Operations & Procurement.

Directorate Information Management, Information Governance and Control (IIC)

The IIC Directorate is a new directorate with a change agenda. This directorate is formed by four (4) departments under the leadership of an interim manager. One of the four departments is the Information Provision and Development (IVO) department. Within this department, you will find information managers, business analysts, architects, and program managers. This is the department from which you will work. The department consists of approximately 40 colleagues.

Requirements

Offers can only be made via our portal Striive, accompanied by a complete Dutch CV of a maximum of 5 pages; otherwise, we cannot process them. If you need help with this, you can contact our support department.

The offered candidate has at least 2 years of demonstrable experience as a website rationalization employee within a government organization (municipality, province, water board) or another political-administrative environment.

The offered candidate has at least 2 years of experience with Websites and content management systems (CMS).

The offered candidate has at least an HBO diploma, preferably in the direction of Informatics, Communication, or Business Administration.

Wishes

Degree to which the candidate has experience with setting up/managing and rationalizing websites.

Degree to which the candidate has knowledge of and experience with assessing website content.

Degree to which the candidate possesses the following competencies: independent, strong communicator, works methodically, and has a hands-on mentality (this is measurable based on CV and/or motivation and possibly an introductory interview).

Additional Information

Offers can only be made via our portal Select; otherwise, we cannot process them. If you need help with this, you can contact our support department.

If you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.

Please note, the costs for this statement are your own responsibility.
