Job Description

The Royal Netherlands Marechaussee (KMar) is looking for a junior AI Content Creator / AI Videographer, specialized in creating realistic visual content using generative AI. We are looking for someone with an affinity for both visual storytelling and generative AI, familiar with the workflows and techniques needed to generate consistent, high-quality images and videos.

Objective of the Assignment

The assignment focuses on developing realistic visual stories based on textual scenarios using generative AI. The AI Content Creator will translate scenarios from official reports into a visual concept and then develop it into a coherent video. This will involve using various AI tools and workflows for image and video generation. An important part of the role is setting up a good visual workflow. This includes translating a scenario into a storyboard and generating the necessary images.

Knowledge of techniques such as character consistency, style consistency, speech synthesis, text-to-image, image-to-image, and image-to-video is important to ensure that characters, locations, and visual characteristics remain recognizable and consistent across different scenes. The AI Content Creator will also determine which models are most suitable for this assignment. Through prompt engineering, visual iteration, and combining different generative AI tools, the aim is to achieve a realistic and contextually accurate end result.

The generated videos will be incorporated into Proverbis: an AI-supported learning platform focused on improving investigative skills and the quality of official reports (PV). The platform combines technology, adaptive learning, and simulation to teach aspiring sergeants to independently draft high-quality official reports.

Background of the Assignment

Strategic Objective and Positioning

The IBT Game and ProVerbis projects have the overarching objective of increasing military readiness through the development and deployment of innovative, technology-driven learning and training solutions. These solutions contribute to the continuous updating, deepening, and improvement of essential professional skills of the Marechaussee. This directly addresses one of the core priorities of the Strategic Multi-Year Plan of Defense: increasing military readiness.

By integrating realistic simulation, AI-assisted feedback, and adaptive learning environments into the education and training process, the quality, effectiveness, and scalability of training are demonstrably enhanced. Furthermore, both initiatives support the strategic goal: “The Marechaussee is strategically agile through anticipatory capacity.” By structurally embedding innovation in education and training, the capacity to anticipate changing threats, technological developments, and operational requirements in a timely manner is increased.

The projects create room for continuous improvement and align with the principle that innovation is an integral part of every business process, in close collaboration with defense partners, knowledge institutions, and market parties. Thus, IBT Game and ProVerbis make a concrete contribution to a future-proof, learning, and agile organization.

Organizational Embedding

The work will be carried out within the DevOps team of the Marechaussee, organizationally positioned within cluster IV of the CKMar staff. Within this cluster, work is done on experiments and innovation issues related to, among other things, artificial intelligence (especially computer vision) and robotics. These experiments can lead to needs statements, working prototypes, and sustainable knowledge building within the organization.

The IBT Game and ProVerbis projects directly align with this innovative development environment and form a concrete example of the application of technological innovation to strengthen the operational effectiveness of the KMar. Requirements eCF Profile: Developer Reference Area: B.01 Application Development

This assignment is based on the European e-Competence Framework (e-CF). This is a European standard for describing IT competencies and the associated level of responsibility. The eCF profile indicates which competencies and at what level (e-1 to e-5) are expected from the candidate. We expect candidates to clearly demonstrate these competencies in their CV.
