Jobbeschreibung
The Ministry of Finance is looking for an AI Engineer to join their innovation management team. The role involves developing AI use cases, specifically focusing on AI agents and orchestration frameworks, on an innovation platform.
Project overview
Assignment Description
Client
Innovation Management is part of the service management team of the Corporate Information Provisioning and Disclosure Directorate (CDIO) of the core department of the Ministry of Finance. The team consists of three innovation managers, an AI engineer, and a UX/UI intern. They connect customer needs with technological development. They research, experiment, and guide the integration of new solutions into the organization. The team works agile and continuously seeks new solutions for existing and future issues.
Growing demand from the organization and previous successes (including FinChat and FinDocs) require a further professionalization. The team is currently heavily reliant on external suppliers. To reduce this dependency, the team is building an innovation platform and an AI platform in an Azure landing zone, and exploring the use of local hardware. We are looking for an AI engineer who challenges and sharpens the team intellectually, and who builds better products themselves.
Project & Assignment
The assignment includes developing AI use cases on the innovation platform. As with all innovation trajectories, you will not work alone but together with colleagues from the innovation team and with the clients for whom the use case is being built. Concrete direction for the first use case: AI agents - setting up an AI workflow where agents independently take steps towards a final result (e.g., via orchestration with LangGraph, Semantic Kernel, or a comparable agent framework).
Desired Result
Successfully completed 3 experiments, together with the team. Each experiment delivered with a short technical substantiation: architectural choices, models/services used, and advice on scaling up or stopping. Knowledge transfer to the team, so that built solutions are maintainable even without the candidate.
Knowledge, Experience, Competencies, and Skills
Experience with setting up and managing Azure landing zones. Experience with Kubernetes or a comparable container platform. Experience with agile working in a multidisciplinary team. Knowledge of generative AI: LLMs, RAG architectures, prompt and agent orchestration (e.g., LangChain, LangGraph, Semantic Kernel, Azure AI Foundry). Experience with Python for AI/ML applications; knowledge of infrastructure-as-code (Bicep or Terraform) is a plus. Knowledge of Azure AI services: Azure OpenAI Service, Azure AI Search, Azure Machine Learning.
Sense of security and compliance in a government context (think of the BIO and AVG), and the willingness to design within these boundaries. You have at least a relevant completed HBO (higher professional education) degree in Computer Science or a related field and possess WO (university level) working and thinking capacity. Plus: experience with developing front-ends on Azure. Plus: experience with vector databases (e.g., Azure AI Search, PGVector, Qdrant).
Early Termination
In case of early termination of the further agreement, the notice period as described in the framework agreement will apply.
Requirements
Candidate possesses at least WO working and thinking capacity. Candidate possesses demonstrable knowledge of and experience with software development, platform engineering, and/or AI. Candidate has at least 3 years of work experience in the field of AI.
Wishes
Degree to which the candidate has knowledge and experience of/with AI agent orchestration and RAG architectures. Degree to which the candidate has experience with agile development and application development. Degree to which the candidate possesses the requested competencies and skills (verifiable in CV, motivation, and/or possible interview). Degree of experience and/or affinity with the client's organization.
Additional Information
When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Wet keten- en inlenersaansprakelijkheid (Chain Liability Act). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) or not, and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
Please note that the costs for this statement are for your own account.
