Department

Within the Municipality of Zoetermeer, the Information and Automation department is responsible for the IT/IV support of the rest of the organization. A collegial atmosphere prevails within the Advice & Projects team. Everyone is willing to help each other. Assignment

The organization is temporarily engaging an AI Advisor for specialist advice and support in the development and responsible application of Artificial Intelligence (AI). The AI Advisor advises the directorate, management, information management, project organizations, and operational departments, and supports the development and application of policy and governance around AI.

Activities and Results

The AI Advisor will be deployed as a specialist advisor, initiator, and director and will perform, among other things, the following activities:

Necessity and Environment

The organization temporarily needs additional specialist capacity and expertise in the field of Artificial Intelligence (AI). The AI Advisor will be deployed within [fill in team/department] and will support the organization in the development and responsible application of AI. The AI Advisor will collaborate with the directorate, management, information management, project organizations, operational departments, and relevant internal and external stakeholders.

Authority and Embedding

The AI Advisor has an advisory, coordinating, and guiding role and does not have independent decision-making or signing authority. Formal decisions are made by the authorized officials within the organization. The AI Advisor participates in consultations and meetings as far as they are necessary for the execution of the work.

Systems and Access

The AI Advisor will be granted access to the municipal systems, information, and digital work environments necessary for the execution of the assigned tasks. Municipal security, privacy, and information management agreements apply.

Knock-out criteria:

• Developing and further elaborating vision, policy, and governance for AI;
• Advising on AI opportunities, risks, applications, priorities, and investments;
• Inventorying and elaborating promising AI applications, business cases, and feasibility studies;
• Initiating and guiding pilots, proof-of-concepts, and implementations, and evaluating the realized added value;
• Assessing AI applications for relevant legal, ethical, privacy, and information security aspects;
• Coordinating AI initiatives and monitoring coherence and progress;
• Drafting guidelines and handbooks and providing knowledge sessions, workshops, and practical knowledge sharing;
• Advising on market explorations, tenders, and supplier selections.
• Completed education at a minimum HBO bachelor level in Computer Science, Artificial Intelligence, Data Science, Public Administration, Information Management, or a comparable field;
• Minimum 3 years of demonstrable work experience in the last 6 years as an advisor, project leader, program manager, or comparable role in the field of Artificial Intelligence (AI) and/or data-driven innovation;
• Demonstrable work experience with initiating and/or guiding AI applications, pilots, or proof-of-concepts;
• Demonstrable work experience with relevant laws and regulations and frameworks concerning AI, including the AI Act, GDPR, information security, and responsible use of AI;
• Demonstrable work experience with developing and/or implementing AI policy and AI governance within a governmental or public organization;
• Demonstrable work experience with advising management, directorate, and/or board on opportunities, risks, and applications of AI;
• Demonstrable work experience with guiding AI applications from exploration and business case to pilot, implementation, and/or evaluation;
• Demonstrable work experience with assessing AI applications on legal, privacy, information security, and ethical aspects;
• Demonstrable work experience with increasing AI knowledge within an organization, for example, through guidelines, handbooks, knowledge sessions, and/or workshops.
