Business Analyst

Project overview

As a business analyst, you will develop plans into decision-ready proposals within the 2027 portfolio of De Connectie.

Profile of the suited interim professional:

• Analyzing submitted plans for completeness, feasibility, and interrelationships
• Developing business cases, implementation plans, and project plans together with team leaders and department heads
• Clearly mapping objectives, benefits, costs, risks, dependencies, and required capacity
• Identifying overlap and coherence between plans and reporting back to the operations office
• Delivering plans that are usable for setting priorities and making decisions within the portfolio
• Completed university master's degree in business administration, organizational issues, public administration, or similar
• Recent, demonstrable knowledge and experience in the field of business case and decision-making methodology at the municipality of Arnhem and/or De Connectie
• Minimum of 3 years of experience in analyzing and translating plans into business cases, implementation plans, or project plans within complex organizations, preferably in the public sector
• Experience with substantiating improvement and investment proposals and connecting goals, resources, and execution
• Experience with visualizing financial and organizational consequences and translating them into management information
• Experience with advising managers without a hierarchical line
• Strong written skills to concisely capture complex content
• Knowledge of methods such as MSP, PRINCE2, benefits management, or Lean Six Sigma
