PLEASE NOTE: This assignment is not available for direct ZZP (self-employed) deployment. Deployment can only take place via a secondment agency/supplier or via a payroll/employment contract. The activities will be carried out under the leadership and supervision of a public execution organization, which means independent deployment is not permitted. Offering suppliers must be able to be included in the chain. For this, WAADI registration and a G-account are required.

Candidates who wish to participate as self-employed entrepreneurs can only be proposed when they are deployed via an authorized secondment agency or employment contract.

Youth care is constantly in motion. As a contract manager, you will be precisely where data, finances, municipalities, and care providers come together, helping to make choices that are noticeable for children and young people in the Rotterdam-Rijnmond region. You will not only monitor agreements but also focus on insight, collaboration, and improvement. A role for someone who maintains an overview in a complex playing field and gains energy from achieving concrete results.

Your role

Youth care is in the news every week. Opinions about the success or failure of decentralizations, budgetary issues, and the (un)sustainability of youth care and its costs, waiting lists, and a lot of attention for good care for young people in vulnerable positions ensure continuous attention. Together with your colleagues, you will work on the provision of youth care that best meets the needs of young people in the Youth Region Rijnmond. As a contract manager, you and other colleagues are responsible for fulfilling the client role for a number of youth care contracts.

Your main task as a contract manager is to actively monitor the contracts concluded with care providers and ensure that the agreements made are adhered to. You will create a setting where it is possible to discuss the delivered performances in an open dialogue with care providers, how these were achieved, and where possible improvements can be made within the sphere of influence. In addition, you will be jointly responsible for the results in the care landscape and, together with your colleagues, you will steer this from the Youth Region.

Your position is in a dynamic field between care providers, municipalities (neighborhood teams), and between execution and policy.

How you do this:

• Gather and exchange information with both youth care providers and participating municipalities.
• Ensure qualitative and quantitative analyses of delivered reports from youth care institutions and communication from municipalities about them.
• Be the point of contact for, maintain contact with, and collaborate with municipalities that are part of the Youth Region Rijnmond.
• Be the point of contact for youth care providers and maintain the business relationship to be the discussion partner on both substantive and financial matters.
• Prepare, organize, and chair periodic meetings with representatives from care providers, participating municipalities, and the execution organization itself.
• Take on assignments on your own initiative to further develop the organization together with the team. In addition, you will act as a project leader within various projects at the Youth Region to further develop the organization. Your portfolio therefore consists of a number of youth care providers, care forms, municipalities, and areas of attention or individual projects within our field of work, distributed among 8 contract and account managers.

You enjoy building something meaningful together with involved colleagues, with which you can have a positive impact on children and young people in vulnerable positions in the region. With considerable social commitment, organizational sensitivity, and a good sense of political-administrative relations, you will achieve the best results. You manage contracts in a results-oriented and transparent manner. And you bring projects to a successful conclusion in collaboration with the stakeholders involved.

You are interested in the social domain and are strong in a steering role where you provide direction and maintain an overview of youth care themes and data, and know how to translate developments into financial management, together with your colleagues. You are good at switching between different levels, both internally and externally, which makes you the connecting factor and the perfect sparring partner. You feel comfortable in an environment where not everything is yet fixed; you like dynamics, take on what arises, and effortlessly set the right priorities.

You have a proactive attitude, which is evident, for example, in preparing, organizing, and leading contract discussions with care providers.

· You have at least a completed HBO (higher professional education) degree;

· You have at least 1 year of work experience with procurement, contracting, or monitoring of youth care within the framework of the Youth Act, gained in the last 5 years;

· You have at least 2 years of work experience in preparing reports, analyses, and/or administrative proposals for management, board, or clients, gained in the last 5 years;

· You have at least 3 years of work experience in contract management, supplier management, relationship management, or account management within the social domain, gained in the last 7 years.

Wishes

· You have work experience in a municipality with more than 200,000 inhabitants;

· You have work experience as a contract manager in youth care, at a government agency, at a care provider, or at a certified institution;

· You have completed a contract management NEVI training.

The Youth Region Rijnmond Department

In Youth Region Rijnmond, 13 municipalities collaborate on the (procurement of) specialized youth care in a joint arrangement to best fulfill this social mandate. These are the municipalities of Albrandswaard, Barendrecht, Capelle aan den IJssel, Goeree-Overflakkee, Krimpen aan den IJssel, Lansingerland, Maassluis, Nissewaard, Ridderkerk, Rotterdam, Schiedam, Vlaardingen, and Voorne aan Zee. The board of Youth Region Rijnmond is supported by an execution organization (approx. 25 FTE) where you will work.

Based on the Youth Act, the execution organization, together with the participating municipalities, is responsible for the procurement and contract management of specialized youth care and the subsidization of youth protection and youth probation, and the Safe Home task.
