Assignment Description

For the Digitalization VTH program, we are looking for an experienced Data Analyst who will play a key role in the development and improvement of information provision within the VTH system (permitting, supervision, and enforcement).

The activities include:

Background of the assignment

Program Digitalization VTH

In a broad Digitalization VTH program, many parties are collaborating to better unlock, structure, and make usable the growing task of complex, legally bound document flows – such as permits, applications, inspection reports, and enforcement decisions – for execution, supervision, and policy formation. The program is part of the OenM directorate and is responsible for further designing and developing the digital VTH system for the Environment.

This Digitalization VTH program is a follow-up to the previous program called IBP VTH/Pijler 3 (Information Provision for the system) with the aim of making execution more robust through digitalization. This program entered a new phase in May 2026, connecting with the further development of the Digital System for the Environment Act. This DSO was put into use in 2024 and has become mature enough in its development that the link with the VTH digitalization task can now also be made.

Organizational context and culture

The Directorate-General for the Environment and International (DGMI) promotes a healthy, safe, clean, and sustainable living environment. DGMI also coordinates the international component of the I&W-wide policy work, including working visits and economic diplomacy. DGMI thus works on the transitions in the areas of circular economy, smart and sustainable mobility, and climate adaptation.

Directorate for Environmental Safety and Risks

The Directorate for Environmental Safety and Risks (O&M) develops policy that lays the foundation for a healthy and safe living environment. The central task is “achieving a healthy and safe living environment, which is also perceived as such by the residents of the Netherlands”. The directorate is part of DGMI.

A significant catch-up is needed between implementing organizations and policymakers to improve digital services for citizens and businesses. The Ministry of I&W contributes to this through the focus on (policy) instruments for permitting, supervision, and enforcement (VTH) in the physical living environment.

Additional information

When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act (Wet keten- en inlenersaansprakelijkheid). The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.

Please note that the costs for this statement are at your own expense.

  • University work and thinking level in a relevant field of study (e.g., Business Administration, Computer Science)
  • Demonstrable knowledge of process and information analysis methodologies
  • Demonstrable knowledge of requirements engineering and information modeling
  • Knowledge of project management methodologies such as Prince2 and/or Agile methodologies
  • Experience as an analyst, preferably within the government or in complex administrative environments (5 years)
  • Experience with developing and executing process and information analysis / information modeling (5 years)
  • Experience with stakeholder management (5 years)
  • Strong analytical and conceptual ability
  • Good communication skills, both oral and written
  • Organizational sensitivity and environmental awareness
  • Results-oriented and proactive
  • Able to handle multiple interests
  • Independent and proactive
  • Knowledge of the VTH system (permitting, supervision, and enforcement)
