Assignment Description

As a DevOps Engineer, you will work closely within one of the platform teams of the Belastingdienst's Integration Competence Center (ICC). The platform team in question develops and manages the Event-Streaming Service (ESD) and the Schema Store of the Belastingdienst (BSS).

The ESD consists of Apache Kafka in combination with Strimzi on the Openshift platform. The operator and validation of ESD are developed in Java. The BSS uses Apicurio, currently part of the ESD, but will be made more widely available as its own service.

The ESD has been running for several years, and besides new developments, the product is largely in the OPS phase. The work here focuses mainly on keeping the ESD running, adding customer wishes, and supporting (new) users with all sorts of questions. The BSS is currently under development, so the work is more on the DEV side.

Background of the assignment

Due to the development of BSS as a new, standalone service, it has been decided to house the ESD and BSS as products in a new platform team. Existing DevOps Engineers will form a new platform team together with the new DevOps Engineers.

When you offer a professional to us as a supplier and they are placed, we need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).

The ‘WKA’ aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client.

We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad.

You can apply for the G-account from the Tax Authorities.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
