Requirements

In the past 5 years, the candidate has at least 3 years of demonstrable work experience as a .NET developer in large organizations (1000+ employees).

The candidate has at least 5 years of work experience with developing .NET applications.

In the past 5 years, the candidate has at least 3 years of demonstrable work experience with web development in HTML5, JavaScript, and CSS, and with the SQL Server database (T-SQL).

The candidate has at least 1 year of demonstrable work experience with ASP.NET Core and Entity Framework Core.

The candidate has at least 5 years of demonstrable work experience with JavaScript web development frameworks and libraries (preferably Angular 17+).

The candidate has demonstrable work experience with Azure DevOps.

The candidate has demonstrable work experience with Git.

The candidate has at least 2 years of demonstrable work experience with Azure Cloud.

In the past 5 years, the candidate has at least 2 years of demonstrable work experience working in scrum teams (Agile).

The candidate has at least 1 year of demonstrable work experience with Azure DevOps Pipelines for CI/CD.

The candidate has at least 1 year of demonstrable work experience with Unit Testing.

The candidate has experience with OpenAPI/Swagger.

Wishes:

The candidate has demonstrable work experience with gamification in developing educational learning tools.

The candidate has demonstrable work experience with developing and deploying infrastructure via Bicep.

The candidate has demonstrable work experience in Domain-Driven Design.

The Police Academy is the training and knowledge center for the Dutch police where competency-based education, knowledge, and the police field come together. The Police Academy (PA) is expected to optimally meet the educational needs of the police and third parties.

As of April 1, 2029, the new Code of Criminal Procedure (hereinafter: NWvSv) will be introduced. The NWvSv affects the basis and core of police work. The national NWvSv program has the mandate to correctly and timely implement the NWvSv within the police organization. The Police Academy (PA) has been asked to take the lead role for the realization of the NWvSv Learning Task, for the planning and realization phase.

Assignment description

Within this sub-program, the knowledge applications must be further developed. This concerns the knowledge bank and the profchecks. The knowledge bank contains validated content, such as legal analyses. Profchecks is a learning tool in the form of a game where players practice with realistic and application-oriented situations from daily police work.

For this, the Police Academy is looking for two full-stack developers.

Activities/tasks, responsibilities & objectives

Develop the knowledge applications such that:

they are ready for use in the learning process within further training,

knowledge about the NWvSv is available timely, correctly, clearly, and consistently

knowledge can be efficiently managed, updated, and reused, and support is provided for knowledge updating.

they are ready for use for maintaining already acquired knowledge and counteracting the forgetting curve.

Within a scrum team, you are independently responsible for the development of the profchecks platform and the knowledge bank.

Analyzing and (co-)designing technical solutions based on user stories and features (epics)

You contribute to new architectural and software solutions. You are capable of thinking out of the box and translating ideas into sustainably working solutions.

As a Full-stack developer, you are therefore jointly responsible for the entire process from specification to deployment of software into production.
