Project overview
Note, this request concerns a government assignment!
Assignment Description
Over the coming years, within the Income Tax chain, we will be working on the renewal of a large part of our application landscape. The phasing out of Cool:Gen must be completed by 2027 and offers a unique opportunity to build modern, sustainable solutions from the ground up. We will use technologies such as Java, Angular, Business Rule Management (BRM), web services, and a Service Oriented Architecture (SOA). Together, we will develop new functionalities and migrate existing processes to a future-proof environment.
As a full stack developer, you will work in a multidisciplinary Agile team with developers, testers, designers, and architects. You will not only be responsible for developing high-quality software but also play an important role in quality improvement, knowledge sharing, and guiding colleagues.
What will you do?
Develop and realize software solutions within a modern architecture.
Review design and architecture documentation.
Perform build and integration tests.
Support testers during testing phases.
Identify and resolve incidents and technical issues.
Support management organizations after applications are put into use.
Actively contribute to technical improvements and quality enhancement within the team.
Guide and coach junior and medior developers.
Actively participate in discussions about the further development of the application landscape and development standards.
Background of the assignment
The Information Provision (IV) division of the Tax Administration is responsible for providing all ICT facilities for the processes of the Tax Administration. The IV division Integration Business Services (IBS) Income Tax (IH) provides these facilities in line with the primary process of the Income Tax chain. We work on one of the most business-critical systems in the Netherlands, where many applications are produced and integrated into one working solution by IV IBS Income Tax.
Quality is paramount in realizing products and services for citizens, businesses, and tax administration employees. To be able to respond quickly and agilely to the wishes of our stakeholders in the future, we continuously invest in the renewal of our products and organize our working methods in such a way that we deliver the desired results in collaboration with many parties.
We are preparing and executing large-scale adjustments in the Income Tax application landscape. We do this over several years and in a controlled manner, so that the Tax Administration processes we support can continue to run unimpeded, but are simultaneously renewed. This demands a lot from us as an IV organization. All desired changes in legislation and regulations, as well as business innovation and modernization of the application landscape, must be implemented on time and by the right parties.
Requirements
Only offer Dutch CVs and candidates must speak Dutch perfectly.
Assignment is less suitable for ZZP'ers (freelancers) due to DBA law.
HBO (higher professional education) work and thinking level.
Experience with developing applications in Java (back-end) and Angular / TypeScript (front-end) (3 years).
Experience with several of the following technologies: Java (21), OpenShift, Quarkus, SonarQube, Tekton, Git, Bitbucket (3 years), Jira and Confluence.
Competencies
You are pragmatic and flexible.
You are proactive.
You have good communication skills (both oral and written).
You are results-oriented and have a keen eye for quality.
You possess well-developed analytical skills.
You are a team player.
Additional Information
When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).
The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration. The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Administration.
If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances. Please note, the costs for this statement are at your own expense.
