Assignment Description

As a Solution Engineer, you are responsible for translating business needs into feasible technical solutions. You will align Business Analysis and Solution Architecture with analysts, architects, stakeholders, and the development team, ensuring clarity on requirements and how they can be realized within the frameworks of the Tax Administration. You will develop functional and technical designs, including: use cases, logical data models, interaction models, and screen designs where necessary.

You will consider both user needs and management aspects, such as logging, performance, manageability, and operational documentation. You will act as a sparring partner for the team and the Product Owner and actively contribute ideas for alternative solutions that enhance quality, maintainability, and future-proofing. During development and testing, you will monitor whether the solution meets the stated requirements and provide support during reviews, acceptance, and troubleshooting.

Additionally, you are responsible for designing, realizing, and optimizing IT solutions, making realistic estimates of capacity and lead time, and promoting a technical roadmap that contributes to higher code quality and a more efficient development process. You will align technical priorities with the Product Owner and ensure a sustainable technical direction for the product.

Background of Assignment

Within IT, you will be deployed within the Generieke Voorzieningen (GV) unit, Gegevens department. GV/Gegevens is part of the IT organization, which represents the information provision for the entire Tax Administration and aims to optimally support the service. Gegevens is responsible for the Information Provision of the CAP/Gegevens operational organization for customer registrations, acquiring, managing, and making available, monitoring, and maintaining the quality of data and connections to the system of Basic Registrations.

Requirements

Only Dutch CVs will be submitted, and candidates must speak Dutch perfectly. The assignment is less suitable for ZZP'ers due to the DBA law.

You have at least 3 years of experience as a (functional) designer.

You have experience with SAFe or other similar Scaled Agile frameworks.

You have at least 3 years of experience as a Developer.

Extensive experience as a designer (3 years).

You speak and write excellent Dutch (5 years).

You have a higher professional education (HBO) work and thinking level in a relevant field such as technical computer science (5 years).

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act. The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through an escrow account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Administration. If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
