Project overview

The focus is on project-based steering, structuring, and reporting; you do not initiate substantive innovation projects.

At the Environmental Service Noord-Holland Noord (OD NHN), approximately 250 dedicated and experienced colleagues work on preparing advice and carrying out environmental tasks for sixteen municipalities in Noord-Holland-Noord. Additionally, the province of Noord-Holland is a client of OD NHN. The organization deals with soil quality, climate, nature, environment, sustainability, energy transition, air, waste, asbestos, external safety, swimming water, roads, and waterways.

In the context of robustness criteria, OD NHN must structurally work on innovation and data-driven work. Furthermore, the organization is on the eve of a year in which several very large projects will be executed. Therefore, OD NHN is looking for an experienced project manager who can lead some of these projects.

• You will take over and guide the innovation process and ensure the execution of projects resulting from it. You will manage a project for the development of new GEO map layers in collaboration with an external party.
• You will start new projects and temporarily act as project manager for the IAM project and possibly other IT projects.
• You will ensure project-based steering, reporting, and stakeholder management.
• You will prepare projects together with the information manager and business analyst and ensure clear descriptions of the approach and required resources.
• You will ensure that those involved in project steering understand their role.
• You will take on a pioneering role and pragmatically translate best practices from PRINCE2 into a small, informal organization.
• A demonstrable completed education at a minimum HBO bachelor's level
• Minimum 5 years of demonstrable work experience as a project manager within a government organization
• Demonstrably Prince II Foundations certified
• Available from November 16, 2026, for 32 to 36 hours per week, for the entire assignment including possible extensions
• No demonstrable holidays planned until Christmas and no intention to plan them
• The candidate will add a personal motivation addressing suitability for the assignment, relevant projects, and substantive motivation for this assignment. The motivation must be written by the candidate themselves.
• You have demonstrable work experience managing external partners in projects, in at least 3 recent assignments.
• You have demonstrable work experience leading Identity and Access Management projects with RBAC at the core.
• You have demonstrable work experience leading GEO projects.
• You have demonstrable work experience leading innovation processes within government organizations.
• Demonstrably in possession of ITIL Practitioner certification.
• You have demonstrable work experience implementing project steering.
