ICT Project Manager

Within SSC-ICT, we continuously work on complex ICT change assignments to modernize, secure, and further develop our services. As a project manager, you will provide direction for extensive change processes and, together with clients, teams, and stakeholders, ensure concrete results. You will work at the intersection of technology, organization, and change.

Together with the client, you will translate a change assignment into a clear approach, scope, results, and appropriate governance. You will bring structure and control to processes with multiple work streams, teams, stakeholders, and interdependencies, ensuring that responsibilities, decision-making, and escalation lines are clear. Projects are increasingly realized across organizations and in a combination of agile and project-based methodologies. You are therefore comfortable in an environment of projects, client requests, epics, agile release trains, and multidisciplinary teams.

You will oversee the coherence between different work streams, projects, teams, and services, and actively manage dependencies that span team and organizational boundaries. Depending on the assignment, this may include lifecycle management, integrations, modernization of application landscapes, new services, infrastructure, cloud services, and the development or modification of application environments. You will work closely with clients, project and development teams, architects, security advisors, technical specialists, product owners, suppliers, administrators, and other involved disciplines.

You know how to connect different interests and reduce complex technical and organizational issues to clear choices and decision points. You are responsible for:

• Providing direction for complex ICT projects and change processes;
• Determining the approach, scope, results, governance, and decision-making together with the client;
• Steering progress, quality, risks, dependencies, and finances;
• Organizing and connecting multidisciplinary teams, work streams, and involved disciplines;
• Monitoring coherence and dependencies across team and organizational boundaries;
• Organizing decision-making and timely resolving or escalating bottlenecks and impediments;
• Advising clients and management and providing clear progress and decision-making information. You are results-oriented, maintain an overview, and take decisive control. You can easily switch between execution, tactics, and strategy and are a strong sparring partner for clients, management, and involved teams. You know how to create support and involve people in the chosen approach and changes. SSC-ICT SSC-ICT is the ICT service provider of and for the Dutch government. Visit www.ssc-ict.nl Business Unit Application Services The Business Unit Application Services (BAS) helps ministries support their work processes digitally and automate them where possible. BAS advises on, implements, and manages applications and application services that play an important role in our clients' daily operations. The services are broad and range from content management, business intelligence, and service management to integrations, application platforms, and other client-specific applications. We work on both existing services and the renewal and modernization of application landscapes. Projects Team The assignment will be carried out within the Projects team, part of the Projects & Specializations department. The team consists of approximately 30 project leaders, project managers, program managers, and a portfolio manager and works on ICT projects and change assignments across the full spectrum of BAS services. This involves close collaboration with clients, clients, architects, security advisors, technical specialists, product owners, management organizations, and other involved disciplines within SSC-ICT. The work is performed in a professional and informal work environment, where collaboration, knowledge sharing, and clear communication are important. Work is performed hybrid, partly in the office and partly from home. Requirements Experience as a project manager with leading ICT projects for application landscapes and/or infrastructure Desired
• Experience with leading ICT projects with (hybrid) cloud and/or container services
• Experience with project management based on PRINCE2

• Problem-solving Additional information When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We design these risks for our clients by means of a blocked account, the G-account. This is an account to which part of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you will also have to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances. Well, the costs for this statement are for your own account.
