Jobbeschreibung
We are looking for an Information Management Specialist to oversee archival content choices, manage business rules for migrations, and ensure compliance with regulations like AVG and ISO 27001 within a large information transition program.
Project overview
What will you do?
Within Domain I&A, PZH has been working on the Information Transition since 2023: a comprehensive change program with a significant ICT component, affecting all 2200 employees, managers, and directors of PZH. The program has three main focus areas: Sustainable Accessibility, I-governance & I-control, and Data-Driven Work.
What is the assignment about?
By achieving these goals, the Information Transition lays the substantive foundation for digital transformation within PZH's tasks and organizational units. This requires involvement from within the organization itself, as the mentioned focus areas will require structural attention and effort even after the program's completion.
Within the program, policy, processes, architecture, and supporting applications have been developed or redesigned to fulfill the objectives. The technical component of the program is therefore significant. However, the essential success factor lies primarily in a different way of working and its adoption. Therefore, the program will be divided in 2027 into development and business implementation. Within development, the final touches will be made to the development and/or setup of applications and the migration path. Business implementation will ensure the coherent implementation of the developed applications.
These will be provided with the correct organization, including roles and responsibilities, and the necessary training.
Within the program, new and existing information systems have been (re)designed to comply with the Archiefwet and the MDTO standard by default. MS Teams has been redesigned. Additionally, a central archive and legacy platform (CALS) is being set up based on a Document Management System with a records management function. Since MS Teams cannot function as an archive system in the sense of the Archiefwet on its own, the archival function is fulfilled by CALS.
To transfer the information management to the newly designed systems, approximately 100 million documents from the current integral document management system (iDMS), the old SharePoint, and the phased-out file shares must be cleansed, restructured, and enriched with metadata. Afterward, they can be transferred to M365 Teams (work in progress) or CALS (archive). Given the volume of the document collection, this can only be done with a highly automated approach. For this purpose, a migration path was developed in 2026 using Migrato (MICC) software.
This migration path includes the end-to-end approach: instructions, communication, tooling, software, and decisions, documented in a procedure and a runbook per O-team.
While the focus in 2026 was on developing the migration path, it will be further developed in 2027 and widely deployed to migrate the Task Teams within the organization to MS Teams in combination with CALS. The last pilots will run in Q1, and from Q2, scaling up to full production will commence. When CALS is operational, the documents to be archived will also be transferred to CALS using the same migration approach.
- You will test the archival content choices against the selection list, MDTO, AVG, and ISO 27001 for each migration.
- You will ensure that work in progress ends up in M365 Teams and that archival information is placed in CALS.
- You will ensure that information to be destroyed is demonstrably identified and accounted for.
- You are the content owner of the business rules, cleansing rules, and migration scenarios.
- You will test these against the practice of migrations, optimize the cleansing approach where necessary, and seek a workable balance between archival requirements and the execution of the migration.
- You will test migration products at the points defined in the runbook and procedure, and provide archival content approval.
- You will advise O-teams and the migration team on archival content issues.
- You will assess and update business rules, cleansing rules, and migration scenarios, and record necessary changes on the backlog.
- You will identify discrepancies between archival requirements and practical execution, and propose workable solutions.
- You will monitor compliance with ISO 27001 in the processing and accountability of migrations.
- You will work closely with the technical specialist to ensure compliance with business rules and legal requirements.
- You will collaborate with information management and prepare for consultations with the provincial archivist.
- You will participate in sprint rituals.
- The candidate has a completed university degree in Business Economics, Business Econometrics, Information Science, or equivalent.
- Minimum of five (5) years of demonstrable work experience in information management within a (semi-)governmental organization.
- Minimum of five (5) years of demonstrable work experience in digitizing business processes and information flows within a (semi-)governmental organization.
- Demonstrable work experience with the application of current laws and regulations regarding archiving, metadata, and the setup of case management systems, such as AVG/GDPR, Archiefwet, MDTO, as an information management specialist.
- Demonstrable work experience with at least two (2) assignments within a (semi-)governmental organization in the past ten years where the candidate has located, collected, and organized unstructured information (such as email, message traffic, and documents on network drives) into dossiers.
- Dutch language: All data exchange, work, and correspondence during the procedure of this request and during the execution of the assignment will take place in Dutch, unless explicitly stated otherwise.
- Certificate of Conduct (VOG): If awarded the contract, the bidder will provide a Certificate of Conduct for the candidate via the tendering platform within four (4) weeks after the final award.
