Project overview
As an initiator and builder of a future scenario, you will map out the collaboration around domestic violence and child abuse in the Utrecht upper region. You will investigate how local teams, safety partners, and municipalities work and what they need to operate according to the future scenario. You will take into account differences between the youth care regions and relevant developments and collaboration partners.
What will you do?
Who are you?
The municipality of Utrecht is the local point of contact for the government for residents, entrepreneurs, and social organizations. From this position, the municipality of Utrecht connects public contact with projects that shape the municipality for years to come. The work package ranges from citizen affairs, service provision, and supervision of local regulations to programs concerning housing, mobility, sustainability, care, youth, and support for participation.
To carry out these diverse tasks carefully, the municipality of Utrecht brings together subject-matter expert teams with functions for finance, information management, HR, and administrative advice. The municipal council establishes the most important municipal choices through decisions and the budget.
- You will analyze the current collaboration between local teams and safety partners, including Veilig Thuis, child protection agencies (GI's), and the Child Protection Board.
- You will map out what local teams, safety partners, and municipalities need to work according to the future scenario and apply lessons learned more broadly.
- You will involve relevant parties and developments, such as women's shelters, mental health services (GGZ), justice, the Care and Safety House, and the approach to femicide and acute insecurity.
- You will look into the formation of an upper-regional expertise hub, methods of learning at different levels, and opportunities for joint training.
- You will make a proposal for the organization, governance, and support of the upper-regional collaboration towards a regional safety team (RVT), connecting with existing consultations.
- You will utilize the experiences of local teams and pilot projects and promote equal partnership between local teams and safety partners.
- After decision-making, you will help the regions implement and monitor the transition agenda. For this, you will develop a sustainable way of collaborating and providing direction in the upper region.
- You will maintain contact with national developments and other regions, gather relevant information, and bring the Utrecht practice to attention. You will translate this practice into various communication tools.
- You formulate clearly and communicate your message effectively.
- You accurately assess the feasibility of plans, considering urgency, available resources, and people. You know how to tactically create space to bring practice and ambition closer together.
- You have a clear vision of the desired future state or can develop one.
- Setbacks or delays do not derail you; you persevere and maintain momentum.
- You leverage existing energy and momentum, amplify what works, and translate effective elements into practice.
- You bring people and parties together and know how to commit them to the task. You easily switch between administrators, aldermen, and practitioners.
- The candidate has at least five years of experience with complex change assignments within the social domain.
- The candidate has the seniority to be a solid sparring partner for administrators and aldermen.
- The candidate is familiar with the sector and the dynamics at the intersection of justice, youth, and care.
- The candidate is demonstrably capable of making a concrete and realistic translation from analysis to an action plan.
- The screening, including the Certificate of Conduct (VOG), must be completed before the candidate starts.
- The candidate possesses a passport or identity card that is valid at the intake and on the start date of the contract and can be presented for verification.
- Preferably, you have several years of experience in management or executive roles within a large public organization or, for example, within an executive organization in the social domain.
