The Digitaal Stelsel Omgevingswet (DSO) program realizes and manages the ICT products necessary for the implementation and use of the Environmental Protection Act. This includes applications, user applications, interfaces, services, and APIs. The DSO supports citizens, entrepreneurs, and governments in digitally working with the Environmental Protection Act. Within the DSO, the Knooppunt (Node) forms the central technical facility where services and APIs are offered and consumed. Both internal communication between functions within the system and external access occur via the Knooppunt.

The Knooppunt offers self-service functionalities for providers and consumers of services and APIs and uses technologies such as WSO2 API Manager, Store, and Publisher. Additionally, it works with technologies like Keycloak and Istio, and the Knooppunt develops various APIs itself. The Knooppunt is based on the Standaard Platform, which is developed in collaboration with DICTU and the ministry.

Planned End Date of the Project

The Digitaal Stelsel Omgevingswet (DSO) program does not have a planned end date. The DSO is a structural digital facility for the implementation and use of the Environmental Protection Act.

Role of the Professional within the Project

The professional will be deployed on a secondment basis within the scrum team Knooppunt of the Digitaal Stelsel Omgevingswet (DSO) program, in the role of Java Developer. Within this role, the professional will develop, maintain, and improve various technical components and REST APIs of the Knooppunt.

When should the deployment be completed?

The deployment of the professional must be completed by December 31, 2027, at the latest.

Is the content of the work and working hours determined by RWS, or does the contractor have control over this?

Because the professional is deployed on a secondment basis within the scrum team Knooppunt of the Digitaal Stelsel Omgevingswet (DSO) program, part of Rijkswaterstaat, the execution of the work takes place within the frameworks and working methods of DSO.

Assignment Description

The professional will be deployed as a Java Developer within scrum team Knooppunt of the Digitaal Stelsel Omgevingswet (DSO) program. The Knooppunt forms the central technical facility where the (web)services and APIs of the DSO are offered and consumed. The professional is responsible for developing, maintaining, and improving various Knooppunt components and REST APIs. This involves working with technologies such as Java, Spring Boot, Kubernetes, Docker, Helm, REST, Jira, and Postman. The professional contributes their technical expertise to the stable, secure, and future-proof operation of the Knooppunt.

The work is carried out within the applicable technical architecture, standards, quality, and security frameworks of the DSO. The professional works closely with the other members of the multidisciplinary scrum team and the Product Owner. Realization takes place according to the scrum methodology, working in two-week sprints. The professional actively contributes to the daily stand-up, sprint planning, sprint review, and retrospective. Within the agreed frameworks and objectives, the professional is responsible for the professional execution and quality of their own work.

The professional identifies technical risks and bottlenecks, actively thinks about suitable technical solutions, and contributes to the continuous improvement of the technical quality and operation of the Knooppunt.

Rijkswaterstaat is the executive organization of the Ministry of Infrastructure and Water Management and consists of national and regional organizational units. Rijkswaterstaat works daily on a safe, liveable, and accessible Netherlands and manages and develops, among other things, national roads, waterways, and waters. Within Rijkswaterstaat, the Digitaal Stelsel Omgevingswet (DSO) program realizes and manages the digital facilities necessary for the implementation and use of the Environmental Protection Act.

This includes applications, user applications, interfaces, and services that allow citizens, entrepreneurs, and governments to use information and digital processes related to the physical living environment. Within DSO, the Knooppunt forms the central technical facility where the technical connections of the system are managed. All services for the system are accessible via the Knooppunt. The Knooppunt supports both providers and consumers of services and APIs and uses technologies such as WSO2 API Manager, Store, and Publisher. Additionally, the Knooppunt develops and manages various proprietary APIs.

The Knooppunt is based on the Standaard Platform, which is developed in collaboration with DICTU and the ministry. The development and further development of the Knooppunt take place within a multidisciplinary scrum team that works in two-week sprints. Within scrum team Knooppunt, there is a need to expand capacity combined with specific technical expertise.

For the further development, maintenance, and technical advancement of the Knooppunt facilities, knowledge and experience are needed in areas such as Java development, REST APIs, container technology, security, and working within an Agile/SAFe/Scrum environment. The additional deployment is necessary to strengthen scrum team Knooppunt in both capacity and specialized expertise, thereby supporting the further development, technical quality, and continuity of the Knooppunt facilities. For this, the professional will be deployed on a secondment basis as a Java Developer within scrum team Knooppunt.

The objective of the assignment is to develop, maintain, and further improve the technical components and APIs of the Knooppunt, so that services within the DSO can be offered and consumed securely, reliably, and according to the applicable technical standards. The intended situation is a stable, secure, maintainable, and future-proof Knooppunt in which the necessary functionalities and REST APIs are available and align with the architecture, security requirements, and technical standards of the DSO.

What are the actions / work activities / responsibilities to achieve the goal?

The professional is responsible for independently carrying out the technical work necessary to achieve the agreed-upon results. The activities and responsibilities include, among others:

developing, maintaining, and improving Java components within the Knooppunt;

designing, developing, and maintaining REST APIs;

applying Java and Spring Boot in the realization of technical components;

working with Docker, Kubernetes, and Helm for containerization and deployment;

applying applicable security principles and standards;

testing and technically validating developed APIs, including with Postman;

contributing to the technical quality, stability, maintainability, and security of the Knooppunt;

analyzing and resolving technical issues and bottlenecks;

documenting relevant technical requirements.

Has at least 3 years of experience as a Java developer with experience in developing APIs

This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can request the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an auditor's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.
