Assignment Description

As a Lead DevOps Engineer, you will work closely within one of the platform teams of the Belastingdienst's Integration Competence Center (ICC). The relevant platform team develops and manages API Management for both internal use (AMD) and external use (AMX). The API Management platform consists of Apigee from Google, with the management plane on Google Cloud and the data plane on an OpenShift platform within the Belastingdienst. Currently, the API Manager for internal use is almost ready and will be put into production this year.

This means that internal Belastingdienst teams can start using the API Manager, and the product will transition from the DEV to the OPS phase. The API Manager for external use is still in the DEV phase, with an MVP planned for completion this year.

The team lead is expected to work with the platform team on the realization of the API Management solution, coach team members where necessary, maintain overall oversight to ensure the right things are being done, and coordinate with the environment (within ICC with the architect and outside ICC with, among others, the OpenShift team and the network team).

Background of the assignment

The platform team currently consists of a mix of internal and hired DevOps Engineers. The intention is to make the team more future-proof in the coming year by replacing hired staff with internal employees. The current Lead DevOps Engineer has found another challenge within the ICC, which is why we are now looking for a replacement. It is essential that the team lead has knowledge and experience with Google's Apigee product as well as the OpenShift platform, and is also skilled in communication. Furthermore, knowledge and experience of the Belastingdienst is a significant advantage.

Given the importance of this role, the position has been opened for a permanent role, and only candidates who are open to this may be submitted.

Requirements

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act (Wet keten- en inlenersaansprakelijkheid - WKA). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited, from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have an SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
