Education level: MBO-3

You have an MBO-3 diploma or equivalent via EVC. Or you have at least two years of demonstrable experience at the required work and thinking level. You must demonstrate this with your CV, supplemented with an official job description, vacancy text, or other document clearly stating the required work and thinking level.

You will become part of the Income Team of HR Administration. HR Administration focuses on the execution of personnel and payroll administration and is organized into five teams:

The HR Administration Department handles payroll processing and administration of personnel changes for the more than 70,000 colleagues at the police. You will work in our Income Team, with locations in Zwolle, Rotterdam, or Eindhoven. This depends on your preference based on commuting distance. Due to the four-eyes principle, Eindhoven is the base for the V&K (Processing and Quality Control) unit. Because of frequent coordination with various chain partners, you will also work at other locations occasionally.

To ensure optimal payroll processing, the team is divided into three clusters: payroll, variable income components, and fixed income components. The payroll cluster consists of 4 units: V&K (Processing and Quality Control), A&V (Advice and Improvement), R&I (Regulation and Design), and S&O (Payroll and Support). This vacancy is within the V&K unit.

You will join a dynamic team with ample room for self-development. As part of a development program for police payroll professionals, you will be enrolled in the Dutch Institute of Register Payroll Accounting (NIRPA) and must earn the required study points annually. You will also become a member of the Association of Dutch Payroll Administrators (VNSa).

Work location, times, and days

The base location is Zwolle, Rotterdam, or Eindhoven, depending on your preference based on commuting distance, with Eindhoven being the base for V&K due to the four-eyes principle. Hybrid working is possible.

What will you do?

As a Payroll Specialist Processing & Quality Control (V&K), you will process and control the submitted files and manage the further payment process to ensure the monthly payout for approximately 70,000 employees. The work is performed in a team setting with the four-eyes principle applied.

From V&K, central payroll processing and control are carried out in various steps according to a strict production calendar with third-party dependencies.

Special notes:

The function might give the impression that all common tasks of a payroll administrator are part of the job description. In practice, this is not the case. V&K is a specialization focused on large-scale digital bulk processing and controls, not on processing individual employee salaries. For the monthly central payroll processing (which takes about 2 weeks), an annual plan is created in advance. If you are scheduled, it is important that you are fully available on all working days to perform the tasks. If you have to work extra hours during these periods, they can be taken at another time in mutual consultation.

Furthermore, you have:

MBO 3 diploma;

Demonstrable extensive experience with office automation, especially Excel;

Practical diploma for payroll administration (PDL) or willingness to obtain it (this is a job requirement);

Knowledge and experience with the implementation and configuration of Youforce HR and payroll systems (Beaufort online, Youforce Reporting, and Gemal) or comparable systems.
