Assignment Description

As a process director, you will fully immerse yourself in new processes, improving existing processes, and phasing out existing processes. You will have a lot of contact with delegated process owners and fellow process directors, where your communication skills, analytical ability, and entrepreneurial spirit will be very useful. You will contribute at a tactical and strategic level, maintain an overview, and be able to quickly identify connections. You will identify process improvements from analyses you conduct on your own initiative, but also from the needs of the business.

You are therefore a point of contact and sparring partner. In addition, you will design and map out new processes that will be set up for various schemes. You will conduct impact analyses and have discussions with the business to design a process that will help affected citizens as efficiently and effectively as possible, while also providing employees with a well-workable process. You will think beyond just the process to be designed and know how to plan and organize well. Your excellent written skills are also very important in writing these processes.

You will also be involved in phasing out existing processes in the context of transition.

Activities:

Allowances has the task of annually awarding and paying out more than seven million allowances for more than five million households in a lawful, timely, and correct manner. In recent years, it has become very clear that major problems have arisen with childcare allowances. This has affected many parents.

Various studies have shown that there is a combination of: strict regulations with a strong 'all or nothing' character that has caused many parents to get into trouble, significant social and political pressure to combat fraud, the lack of a human-centered approach in execution, and institutional bias in, among other things, the approach to fraud detection. The coming period will focus on restoring the violated trust of citizens, and on repairing and possibly compensating citizens who have been affected.

The assessment, repair, and compensation will be carried out by the Implementation Organization for the Recovery of Allowances (UHT), which is specifically being set up for this purpose. In addition, three Committees have been established to successfully support the recovery operation. The Projects & Processes department plays a central role within UHT with numerous collaborations.

Background Assignment

You will perform these activities at least 2 days per week on location in Utrecht and Almere, but it may also occur that you work at other locations in the country. You will work within the process management team. This is a team of approximately 40 process directors spread across three sub-teams.

• You will advise based on your knowledge of processes, system operation, and implementation of laws and regulations, making them accessible and applicable, including with treatment frameworks and regulations
• You will advise on information provision (IV), implementation tests, training, and letters
• You will manage the process design and process optimization for the processes for which you are responsible through coordination and your network
• You will facilitate and implement new processes and improvements in existing processes
• You will perform quality analysis at the process level for optimization
• You will manage the knowledge base and be available as a subject matter expert for processes for which you are responsible

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountants' report (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.

• The offered candidate has at least HBO work and thinking level. This is evident from a completed HBO degree or at least 4 years of demonstrable work experience as a process director or in a similar role, detailed in the CV in months and years.
• The offered candidate has at least 3 years of demonstrable work experience in a similar role. By a similar role, we mean a role as described above; where the main task was to design and write processes, not IT processes. Explicitly explain in CV incl. months and years.
• The offered candidate has at least 3 years of demonstrable work experience with process management (including drafting and describing processes and managing their creation and implementation) and project-based work. This experience must be explicitly and concretely explained in the CV, including the relevant months and years.
• The offered candidate has demonstrable work experience with MS Office and BPMN. This is evident from assignment descriptions in the CV, motivation, and/or during a potential selection interview.
• The extent to which the candidate has experience working in a crisis or project organization.
• The extent to which the candidate has experience with the implementation of laws and regulations.
• The extent to which the candidate has experience with performing quality analysis at the process level for optimization.
