Jobbeschreibung
We are looking for a Senior Process Leader with experience in stakeholder mapping, anchoring processes, and capacity building to support Lund Municipality in updating their waste plan. The role involves building the municipality's internal capacity for these processes.
Project overview
We are looking for: Senior process leader with experience in stakeholder mapping, anchoring processes, and capacity building.
Background to the need:
Lund Municipality's plans and strategies depend on many actors for their implementation, both within and outside the municipal organization. The municipality therefore needs to be able to map these actors, understand their drivers and barriers, and facilitate processes that lead to action. The municipality wants to build its own capability for this: a working method and tools that the municipality owns and can use in several subject areas, primarily climate and energy.
The capability will be developed and tested in a concrete case: the update of the waste plan. Actions are prioritized and responsibilities assigned, and the next step is to anchor the actions with actors such as property owners, businesses, civil society, and residents.
The assignment has two purposes:
Assignment description:
The consultant shall, together with the municipality's core group, plan and implement the following steps. The municipality's employees will actively participate in planning and leading the steps, so that knowledge is built up during the work.
The municipality will provide a core group, background material from the work on the waste plan, assistance with invitations to external actors, and premises for the physical workshop.
Scope: The assignment is estimated to comprise approximately 10 working days and will be carried out during the period November 2026 – March 2027.
Target audience for this specific assignment:
The target audience is partly the municipality's employees working with plans and change processes, primarily in waste, climate, and energy, and partly external actors who influence the implementation of the waste plan, such as property owners and housing associations, businesses and trade, civil society, and residents.
Expected outcome of the delivery:
The assignment's delivery consists of three parts:
After the assignment, the municipality's employees should be able to plan and lead similar processes themselves.
The recommendations should also describe how the working method can be applied in the municipality's external transition arenas, such as CoAction Lund, where actors are partners and co-creators rather than recipients of a municipal plan.
Possibility of remote work?
Yes, partly. Planning, stakeholder mapping, and needs assessment can be carried out digitally. The workshop with external stakeholders will be held on-site in Lund.
- To build the municipality's own capability to map actors and facilitate anchoring processes.
- To identify, understand, and engage the actors who need to act in the case of the waste plan.
- Kick-off and process design:
- Create consensus on purpose and goals with the core group and identify key persons.
- Design the process and develop tailored workshop materials.
- Stakeholder mapping:
- Map internal and external actors who influence the implementation of the waste plan, with a particular focus on actors beyond those already responsible.
- Needs assessment:
- Develop a hypothesis about each actor's drivers, barriers, and conditions for action, using proven methods for stakeholder and change analysis.
- Anchoring workshop in Lund with external key stakeholders:
- Validate the hypothesis and anchor the prioritized actions of the waste plan with external key stakeholders.
- Identify missing conditions for the actors to be able to contribute to the implementation.
- Design the workshop so that it invites co-creation and shared responsibility, and does not lead to an order list for the municipality.
- Capacity building:
- Conduct facilitator training (train-the-facilitator) for the municipality's employees.
- Develop a toolbox that the municipality can use in other subject areas as well.
- Compilation:
- Compile the results and develop recommendations for the continued work.
- A toolbox with method description, templates, facilitator guide, and digital workspace, which the municipality owns and is free to use and further develop.
- A stakeholder and action map for the waste plan in digital format.
- Recommendations for continued anchoring and how the working method can be used in other subject areas.
