The Ministry of Finance has been working with WEM since 2021; has successfully completed several Proof of Concept (POC) and Proof of Value (POV) trajectories, leading to increasing demand from the organization to deploy this technology. There is a need for extra capacity to facilitate these wishes. A considerable number of applications have now been developed and put into use. Applications to be built range from support in financial administration to making data insightful through dashboards.
The developers remain engaged for a predetermined number of hours. After this period, it will be re-evaluated whether an extension is desirable.

Background of the Assignment
Client
The Ministry of Finance works towards a financially healthy Netherlands. The ministry, along with the Tax Administration (part of the Ministry of Finance), accounts for a large portion of the government's revenue and, on the other hand, oversees the efficient spending of public funds. Finance is responsible for tax legislation and also sets rules for the proper functioning of the financial sector and its supervision. The ministry represents the financial interests of the Netherlands in Europe and the rest of the world.
The Corporate Directorate for Information Provision and Disclosure (CDIO) advises and supports the primary process of the Ministry of Finance in the area of information provision and delivers various ICT services to the policy department. The directorate consists of the departments Information Management, Information Policy, Disclosure and Transparency, and the Service department. The directorate's mission is to provide the best information provision for every employee of the ministry. Added value for the business is, of course, central.
Policies, products, and services are increasingly standardized to then be used to offer customization. This makes alignment between user needs and leveraging the possibilities of often innovative solutions crucial. We also contribute to the creation and management of government-wide frameworks and agreements within which the development of products and services takes place. We represent the interests of the core department and translate the government frameworks into departmental frameworks.

Additional Information
When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Administration.
The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Administration. If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.
Please note, the costs for this statement are at your own expense.
