MISSION CONTEXT

As part of a vast digital transformation program within a public organization, we are looking for a senior Program Manager / Principal Project Manager capable of leading the modernization of a complex business ecosystem, from process redesign to the deployment of digital solutions.

The program notably covers the modernization of business repositories, case management, web portals, exchanges with external partners, data dissemination, and mapping and geomatics services.

You will be responsible for the overall coherence of the program, its business and technological alignment, its governance, and its operational implementation. You will act as the interface between business teams, IT teams, architects, service providers, and decision-making bodies.

This is a strategic and operational management mission requiring proven experience in complex programs within a multi-stakeholder environment.

MAIN RESPONSIBILITIES

• Program Governance and Management
• Define and maintain the overall vision, roadmap, phases, and deployment waves.
• Prepare and lead steering committees and governance bodies.
• Manage risks, dependencies, trade-offs, and strategic decisions.
• Ensure monitoring of progress, objectives, deliverables, and commitments.
• Business Scoping and Process Transformation
• Organize workshops with business stakeholders to understand existing processes and needs.
• Structure needs into functional requirements, transformation blocks, and implementation trajectories.
• Ensure alignment between business objectives, selected solutions, and expected outcomes.
• Functional Architecture, IS Urbanization, and Integration
• Collaborate with architects to define and maintain the target solution and its integration into the existing information system.
• Ensure the coherence of the application ecosystem and the interoperability of solutions.
• Coordinate integrations between applications, repositories, collaborative tools, web portals, and geomatics services.
• Evaluate existing solutions and reusable cross-functional components, particularly in environments like ERP, Odoo, document management, and digital platforms.
• Coordination of Teams and Service Providers
• Manage internal teams, service centers, and external suppliers.
• Coordinate multiple workstreams and service providers in parallel.
• Ensure the coherence of developments, integrations, and deliverables.
• Implement an effective operational model and ensure coordination between business and IT teams.
• Budgetary and Contractual Management
• Build budget estimates and ensure the financial monitoring of the program.
• Prepare commitment files, public tenders, and associated orders.
• Monitor validations, budgets, and commitments of the various stakeholders.
• Quality, Testing, and Production Deployment
• Define and oversee an end-to-end testing strategy covering business workflows.
• Coordinate functional, technical testing, and user acceptance testing (UAT).
• Prepare production deployments and secure the transition to operations.
• Ensure the operational implementation of services, with particular attention to service delivery management and ITSM practices.
• Data Governance and Migration
• Oversee the consolidation of business repositories.
• Manage historical data migrations.
• Ensure the quality, consistency, integrity, and availability of data.
• Change Management
• Coordinate communication, training, and support actions.
• Prepare business teams for the adoption of new processes and tools.
• Collaborate with change management teams to foster solution adoption.
