Project overview

RET is looking for an experienced Project Director responsible for the controlled execution and realization of infrastructure projects within the established schedule, scope, quality requirements, and financial frameworks. As Project Director, you represent the client during the execution phase and are responsible for contractual management in accordance with the Uniform Administrative Conditions (UAV). You supervise execution, monitor progress, and ensure careful coordination between contractors, supervisors, project management, and other stakeholders.

You operate in a complex, multidisciplinary, and safety-critical infrastructure environment where contract management, quality, safety, and collaboration are central.

Activities

• During the entire execution phase, provide project direction in accordance with UAV, with monthly monitoring and reporting of progress, quality, schedule, and contractual obligations.
• Risks, deviations, and additional/less work must be identified, assessed, and addressed with a management measure or advice to the client within five working days of detection.
• Organize a coordination meeting at least once a month between the client, contractor, supervisors, and other stakeholders, including documenting and following up on actions, decisions, and points of attention.
• Supervise compliance with contract terms, quality, and safety requirements throughout the entire execution. Identified deviations must be registered and followed up within ten working days.
• Ensure a complete, up-to-date, and verifiable project administration, including reporting, decision-making, interim statements, and reports. Relevant documents must be processed and made available within five working days.
• Complete the project within the contractually agreed handover period. Outstanding items must be registered, monitored, and resolved within the defined aftercare period and transferred to the client.

• Representing the client on the construction site.
• Supervising correct compliance with the UAV contract, specifications, and technical regulations.
• Providing formal instructions to the contractor within the contractual mandate.
• Monitoring contractual deadlines and obligations.
• Supervision of Execution
• Managing a team of internal and external supervisors.
• Checking that work is performed according to specifications, approved designs, and work plans.
• Supervising compliance with safety and safety & environment plans.
• Checking work for compliance with rail-specific standards, including track technology, overhead lines, and signaling.
• Quality Assurance and Acceptance
• Supervising the contractor's quality processes.
• Checking inspections, tests, and examinations.
• Accepting performed work and partial handovers.
• Coordinating verification of realization requirements according to the verification and validation plan (V&V) in Relatics.
• Advising on provisional acceptance and remedial work.
• Safety and Rail Operations
• Supervising compliance with rail safety rules, including work during service outages.
• Identifying unsafe situations and, if necessary, halting work.
• Monitoring safe execution within the operational rail environment.
• Additional and Less Work
• Assessing proposals for additional and less work.
• Determining whether work falls within or outside the contract scope.
• Advising the client on financial and contractual consequences.
• Carefully documenting decisions and agreements.
• Planning and Progress
• Monitoring execution schedules and milestones.
• Timely identifying delays, risks, and deviations.
• Assessing recovery plans and corrective measures.
• Steering towards timely and controlled project realization.
• Communication and Stakeholder Management
• Acting as the first point of contact on behalf of the client for executing parties.
• Coordinating with third parties during the execution phase.
• Organizing and facilitating progress and coordination meetings.
• Reporting to the client's project manager on progress, risks, deviations, and necessary measures.

Requirements

• A completed HBO (higher professional education) degree, preferably in a technical or infrastructural field.
• Minimum 10 years of demonstrable experience in a comparable role within complex infrastructure projects.
• Demonstrable experience working under UAV contracts and associated contractual processes.
• Thorough knowledge of and experience with specification administration systems and various contract types.
• Experience with Systems Engineering, specifically with verification and validation processes (V&V).
• Experience representing public clients and operating within an administrative-political context.
• A solution-oriented and collaborative attitude, with attention to both content and process.
• Demonstrable ability to function effectively under time pressure in safety-critical and multidisciplinary environments.
• Availability for 24–32 hours per week.

• A Certificate of Conduct (VOG) may be part of the selection procedure.
• The rates agreed upon at award are fixed and binding for two years from the contract start date. Indexation or interim rate increases are excluded during this period, except for changes due to mandatory government measures or collective labor agreement obligations.
