The Municipality of Loon op Zand is looking for a Project Leader for Housing Acceleration.

We are looking for a senior project leader for several significant and politically sensitive projects. In the role of senior project leader, you will be deployed on numerous projects with the common theme of housing acceleration:

This is a defined assignment. This project must lead to a substantial acceleration of the housing construction program. The hired individual determines where and when they work.

• As a senior program manager for the municipal executive of Loon op Zand, independently implement housing developments in the municipality of Loon op Zand and work on livability improvements within the municipality.
• The project leader acts as a catalyst and liaison between partners, manages planning and decision-making, and provides hands-on guidance to project teams.
• He/she forces administrative breakthroughs where necessary and ensures clear agreements to achieve acceleration ambitions. They contribute to a resident-focused approach and integrated realization with a view towards 2029.
• These involve approximately 10 projects facilitated by various initiators from within the municipality, from initiation to realization. National issues such as grid congestion and nitrogen play a role as significant challenges.
• Construction of a primary school (expansion approx. 6-8 hours per week): The current primary school building is severely outdated and no longer meets current requirements. The municipal council made an investment credit available for new construction at the current location. To ensure this project proceeds correctly, three sub-projects have been defined:
• Guidance of the new construction through construction management: Oversee the realization of the new construction task within the agreed frameworks of quality, budget, and planning as established by the municipal council in the housing plan.
• Design of public space
• Temporary housing
• Guidance of renovation (and aftercare) for users of the primary school to be built.
• At least a completed higher professional education (HBO) in spatial planning, Urban Management, and/or Business Administration, or another relevant field;
• At least 5 years of relevant work experience in project management;
• You have demonstrable experience with housing acceleration;
• Experience in a complex and/or political-administrative environment;
• You are an experienced and driven project leader with strong communication skills and the empathy to connect diverse interests. This is how you create support and reach sustainable agreements that hold;
• You are naturally the 'spider in the web' and can collaborate motivatively at different levels;
• You are a good negotiator, with extensive experience in discussions with other (national) governments, developers, residents, and housing corporations;
• Knowledge of project-based guidance of area developments, mastering the helicopter view to determine the best solutions.
• Politically sensitive and major projects;

• Demonstrable work experience within a municipal organization with a population of up to 30,000 inhabitants;
• Experience with companies that contribute to and have a significant impact on the local community and municipal processes in multiple areas.
