Assignment Description Pilot and implementation coordinator I&A (Dezi system) The Ministry of Health, Welfare and Sport (VWS) is looking for an experienced project leader to guide healthcare institutions in their preparations for the national implementation of the Dezi system by setting up, guiding, and evaluating pilots.
Context With the entry into force of the DIAZ Act, the Dezi system will be introduced, which will uniformly regulate the identification and authentication (I&A) of healthcare professionals. Within VWS, the project 'Implementation Identification and Authentication' is underway, focusing on a structured national rollout, in conjunction with adjacent programs.

This is done initially by setting up pilots and then overseeing multiple ongoing pilots within multiple sectors.
Results Setting up and guiding pilots in various healthcare sectors. Delivering blueprints and best practices per sector. Coordinating a joint planning and connection calendar. Providing input for the deployment of incentive funds. Transferring results to adjacent programs. A key role in preparing for a national implementation with significant societal impact. You work at the intersection of healthcare, ICT, and policy, in close collaboration with VWS, CIBG, Nictiz, and field parties.
Knowledge, Experience, Competencies, and Skills Profile Experience with program and/or project management within ICT implementations and/or digital change processes. Strong communication and coordination skills. Ability to connect diverse stakeholders (user organizations, suppliers, chain and sector parties). Hands-on in IT projects and implementation, results-oriented, and pragmatic.
Job Requirements Candidate has a university (WO) work and thinking level. Minimum 5 years of experience with program and/or project management within ICT implementations and/or digital change processes. Candidate has at least 5 years of experience within organization-wide or national implementation programs and/or national ICT change processes, preferably in a public or regulated environment. Candidate has at least 5 years of experience guiding pilots or test gardens.
Job Wishes The extent to which the candidate has experience in collaboration with ICT suppliers, system parties (such as VZVZ, Nuts), and field parties (such as LHV, NVZ, Actiz) in healthcare. The extent to which the candidate has experience with healthcare ICT landscapes, system integrations, and the supplier landscape in healthcare. The extent to which the candidate has experience with the functioning of healthcare ICT, authentication methods, and login methods. The extent to which the candidate has experience with policy or program projects within or commissioned by the Central Government.
Background Assignment Client The Directorate of Information Policy/CIO (DICIO) of the Ministry of Health, Welfare and Sport (VWS) works with energy and enthusiasm on various themes in the field of ICT in healthcare, such as data exchange in healthcare, AI in healthcare, Personal Health Environment (PGO), secure access to your medical record, big data, and cybersecurity in healthcare. Digitalization of healthcare is about the right information at the right time, in the right place, so that healthcare providers can deliver the right care.
This contributes to the realization of VWS policy objectives aimed at a healthy, fit, and resilient Netherlands. Now and in the future. The Directorate of Information Policy consists of six clusters. Three iPolicy clusters work on, among other things, information policy for healthcare. These professional policy teams consist of a mix of policy advisors and project secretaries. The CIO Office of VWS and the iRegie team are also part of the directorate. Finally, iStaf supports the directorate in the areas of management support, finance, operations, and communication.

Additional Information When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain and Contractor Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.
Please note that the costs for this statement are at your own expense.
