The PMO Officer supports project and portfolio management within Defense by creating structure, overview, and predictability around projects, changes, and programs. The PMO ensures consistent working methods, reliable reporting, and supports project managers and stakeholders in achieving operational and strategic objectives.

Background of Assignment

"The Generic IT and Infrastructure (GIT&Infra) department is responsible for providing advice, services, systems, and applications for generic information technology, particularly for the Infrastructure and generic IT business capability. The department is responsible for the realization and maintenance of the defense-wide IT infrastructure. The primary objective of the GIT&Infra department is to ensure Business IT Alignment in the generic IT domain and to execute the lifecycle of all IT infrastructure for generic IV/ICT products.

This applies to both standard and custom IV/ICT products and to customers according to the agreed criteria of time, money, and quality. The GIT&Infra department thus provides a coherent generic IT and ensures a generic information management system that aligns with the business operations of Defense, enabling the user to make optimal use of the various IV facilities.

The work is carried out within the Security section. The Security Section guarantees the confidentiality, integrity, and availability of the data of Defense and its chain partners so that they can always and everywhere work with their data. In doing so, the Security Section makes a significant contribution to the response speed and effectiveness of Defense and its chain partners.

Work takes place within the Security section in Maasland.

In our organization, we work in a hybrid manner (partly on location and partly from home). The candidate is willing to structurally work at least 50% of the time from the Maasland office location (4 days per week during the period).

Generic Description Competence Area and Levels

Implements plans for a change program. Plans and directs a single or a portfolio of IT projects to ensure the coordination and management of interdependencies. Orchestrates projects to develop or implement new, internally or externally defined processes to meet established business needs. Defines activities, responsibilities, critical milestones, resources, skills, interfaces, and budget, optimizes costs and time, minimizes waste, and strives for high quality. Develops contingency plans to address potential implementation issues.

Delivers a project on time, within budget, and in accordance with original requirements. Creates and maintains documents to facilitate monitoring of project progress.

Summary Assignment and Mission

Ensures that processes and organizations implementing information systems comply with quality policy. Develops and operates an IT quality approach aligned with the organization's culture. Connects the organization to achieving quality goals and encourages an environment of continuous improvement.

• Supporting project managers in managing projects within scope, planning, capacity, risks, and dependencies.
• Monitoring the progress of projects and initiatives within the portfolio.
• Maintaining an overall overview of ongoing projects, changes, and activities.
• Identifying deviations and escalating to project management or portfolio management.
• Supporting prioritization and capacity issues.
• Governance & Processes
• Monitoring compliance with project management processes and working methods.
• Supporting the preparation of decision-making for consultation structures such as steering committees, VTB's, and portfolio reviews.
• Preparing agendas, decision points, and action lists.
• Tracking decision-making, actions, and follow-up.
• Reporting & Dashboards
• Providing periodic project and portfolio reports.
• Consolidating information from project managers, Product Specialists, technical teams, and stakeholders.
• Supporting the preparation of monthly reports and management updates.

This assignment is based on the European e-Competence Framework (e-CF). This is a European standard for describing IT competencies and the associated level of responsibility. The eCF profile indicates which competencies and at what level (e-1 to e-5) are expected from the candidate. We expect candidates to clearly demonstrate these competencies in their CV. This can be done by describing for each relevant assignment or position:
