The position

Nature and purpose of the assignment

Due to a temporary need for additional project capacity and subject matter expertise, the assignment is to kick-start, manage, and realize (larger) area development projects within the Spatial Domain of the municipality of Cranendonck. The assignment is directly part of the municipal housing construction programming and ambitions, with an emphasis on (larger) housing projects and the further development of project-based work within the organization.

• Restart & Project Management Area Development:
• The successful restart and progress of the assigned (larger) area development projects within the housing construction program.
• Operationally managing the project team and involved subject matter colleagues to achieve the agreed project goals.
• Integral Coordination & Sequencing:
• Establishing and monitoring an integral plan that secures the sequencing and interdependencies between housing construction, infrastructure, and other social and landscape functions in the area development(s).
• Conducting exploratory discussions:
• Holding exploratory discussions with landowners and other stakeholders in the area.
• Where necessary or possible, conducting negotiations regarding acquisitions and agreements (intent, cooperation, anterior, grex, fund contributions).
• Completing the definition phase.
• Providing advice on the approach and strategy for the follow-up process and the municipality's position therein.
• College and Council proposals for this and the resulting decision-making.
• Organizing and initiating the necessary process steps for the follow-up.
• Organizing and arranging administrative decision-making.
• Ensuring that the College and Council are involved and appropriately informed in a timely manner based on the strategy and desired decision-making.
• Further Development & Securing Project-Based Work:
• The implementation and further professional development of the project-based approach within the municipal organization.
• Delivering a secured transfer of actions, documentation, and accumulated project knowledge to the permanent organization.
• Complex (housing) area developments and spatial planning within government organizations.
• Managing multidisciplinary project teams and subject matter colleagues.
• Organizational development of project-based work and knowledge security.
• Demonstrable experience with negotiations and positioning therein.
• Period: 28-09-2026 to 31-12-2027 at the latest (or as much shorter as the formulated project results and deliverables are achieved).
• Scope: Average of 32 hours per week (spread over 4 days per week).
• Location: Budel (Municipality of Cranendonck).
