Project Manager – Communication Intelligence (m/f/d)

The Opportunity

We are looking for an experienced Project Manager to lead complex, international projects within the Communication Intelligence (COMINT) and related technology environment.

In this role, you will take ownership of project delivery, governance, financial controlling and stakeholder management across sophisticated technical programmes. You will work closely with internal teams, external suppliers and international stakeholders to ensure projects meet their objectives, budgets, timelines and quality standards.

This is an opportunity for a senior project management professional who can confidently manage complex project landscapes and drive delivery in a highly demanding, security-sensitive environment.

Key Responsibilities

Project Management & Delivery

Take end-to-end responsibility for complex projects, ensuring delivery against agreed budgets, timelines, quality standards and KPIs.

Manage multiple parallel projects and take ownership of complex sub-projects.

Coordinate external partners, subcontractors and suppliers to ensure successful project execution.

Risk & Stakeholder Management

Identify, assess and proactively manage project risks, dependencies and mitigation measures.

Prepare strategic project updates and management-level status reports.

Maintain effective communication across internal stakeholders, external partners and international project teams.

Financial & Project Controlling

Monitor project budgets, costs, forecasts and financial performance.

Use SAP for financial controlling and reporting.

Apply professional project management tools, including MS Project and Jira, to manage schedules, resources, progress and deliverables.

Required Qualifications & Experience

Requirements

Education: Completed degree in Engineering, Business Administration or a comparable discipline.

Senior project management experience: Several years of demonstrable experience managing complex projects at senior level.

International project experience: Proven track record of working on international projects, including supplier and contract management.

Project management certification: PMP, PRINCE2 or IPMA Level C/B.

Complex project environments: Proven ability to manage multiple concurrent projects, prioritise competing demands and coordinate complex dependencies.

Project management tools: Expert-level knowledge of MS Project and Jira.

SAP: Proficiency in SAP, particularly for financial controlling.

Desirable Qualifications

Experience or familiarity with Communication Intelligence (COMINT) or Signals Intelligence (SIGINT).

Alternatively, a strong willingness to develop expertise in this specialist domain.

Experience delivering large-scale international programmes, particularly in technically complex or security-sensitive environments.

Language Requirements

Excellent German, both written and spoken.

Excellent English, both written and spoken.

Security & Nationality Requirement

Due to the security classification of the project, candidates must hold the nationality of an EU member state or a NATO member country and be eligible to meet the applicable security requirements.

Nationality and any additional security-clearance requirements will be verified as part of the recruitment process.

Working hours: 35 hours per week

Contract type: Temporary assignment through an employment-leasing arrangement

Indicative gross annual salary:

Senior Project Manager: €82,000–€96,000

Lead-level profile: €96,000–€103,000

The final salary will depend on experience, qualifications and the scope of responsibility.
