Who are we? NDW is an alliance within Rijkswaterstaat. It is the place where legal execution tasks in the field of mobility data are housed. We also help government and market parties to publish, find, and use mobility data. Our goal is to make mobility data available at the source, known in our register, and usable for you. New developments in eFTI In 2025, commissioned by IenW, we started building the national eFTI-gate (electronic freight transport information). NDW will fulfill the role of National Contact Point eFTI from January 1, 2027. IenW recently asked us to also organize the project management of eFTI-gate from NDW. The current project teams consist of internal and external employees and are currently coordinated by IenW. Specifically for the eFTI project team, we are looking for a full-time eFTI project manager.

The goal of the eFTI regulation (Electronic Freight Transport Information) is to realize the electronic exchange of freight information for the transport modalities road, rail, air, and inland waterways between companies. The project team is interested in a timely, effective, and demonstrable implementation of the eFTI Regulation in cooperation with government and market parties. The national implementation must comply with the legal European Commission specifications and criteria, and also fit within the Digital Transport Strategy of the Ministry of IenW. Who are we looking for?

Translating the eFTI specifications repeatedly identified by the European Commission into a design for the eFTI gate in the Netherlands, agreed upon with the involved authority; Managing the solution architect with (API) gateway knowledge (from IenW itself and from external parties) for data exchange with other eFTI gates and eFTI platforms; Coordination with the European Commission or other parties because the eFTI gate in the Netherlands must also be connected to the eFTI gates of other parties; Co-assessing established (legal) specifications for eFTI platforms from the market and requirements for software suppliers and certification (to be laid down in so-called Implementation Decisions and Delegated Acts); Advising on Dutch input in eFTI comitology (Digital Transport and Trade Facilitation Committee (DTTF) and eDANOS; European bodies where the Implementation Decisions and Delegated Acts with the specifications for the market are discussed and elaborated between parties and the EC); Participating in substantive EU consultations on the development of eFTI gates in Europe (e.g., Digital Transport and Logistics Forum working groups, eFTI4LIVE).

Delivery of the eFTI-gate within the set deadlines. Actively transferring knowledge to NDW. Preparing a transfer file. What we appreciate in you This position requires a number of competencies: Proactive networking capabilities and maintenance Has an active relevant network within the market and government in the domain of the problem, trade & transport and can achieve meaningful progress from this network. Good listening skills, ability to empathize with the context of the parties. Ability to translate policy and knowledge into documents, infographics, and other materials suitable for the target audience.

Independent and self-directed, capable of combining multiple roles in execution, such as chairing, reporting, factual analysis; Knows how to translate knowledge into concrete research assignments and useful products; Can act independently as a discussion partner for (co-)governments and companies on behalf of NDW; Job requirements Work and thinking level HBO Knowledge and experience The project manager is expected to have the following profile: Demonstrable experience as a business analyst/project manager (HBO+, at least 5 years of experience); Experience with (facilitating) complex (IT) projects Familiar with the eFTI Regulation 2020/1056 and the Basic Data Infrastructure (BDI) concept in particular; Experience with architecture, design elaboration, and functional and technical message specifications, testing, implementation; Experience with modeling techniques (process and data); Experience with integration and exchange issues (information services, API); Location: Utrecht (at least 1 fixed day per week on location / regular presence in Rotterdam desired) Work week (deployment): full-time per week until August 1, 2027, then phased out.
