Project overview

For Svenska kraftnät, we are now looking for a Project Manager, competence level 4.

Background & Assignment Description

Svenska kraftnät is developing a new facility project model (APM) that will eventually replace the current project model. APM is a project model for the execution of facility projects, including a steering model and associated processes. The model aims to give Svenska kraftnät greater control and create a clearer, more user-friendly, and scalable model for executing facility projects.

The APM project is in the execution phase, and a prototype of the new model has been developed.

The next step is to further develop, publish, and test the model in selected parts of the organization, as well as implement necessary adaptations to working methods, reporting/follow-up, and system support, among other things.

The project will deliver a complete and tested project model, along with documentation and recommendations for subsequent scaling and migration. The assignment may, upon Svenska kraftnät's decision for full-scale migration and scaling, be extended to also include project management for this phase.

Preliminary start date: 2026-12-07

End date: 2027-12-07

Option: Svenska kraftnät has the right to extend the call-off agreement by 1 + 1 + 1 year, i.e., until 2030-12-07 at the latest.

Scope: The scope is estimated at: 100% of full-time.

The stated scope should be considered a qualified estimate. The future need may exceed or fall short of the scope stated here. Svenska kraftnät does not guarantee any specific volume in this way; instead, the bidder undertakes to deliver according to the actual need that arises.

• Tasks
• The assignment will be staffed with a project manager responsible for leading and coordinating the APM project. The project manager works on behalf of the project owner and in close collaboration with the project group, steering committee, and relevant parts of the organization. Svenska kraftnät will provide the necessary operational and subject matter expertise in the project's various areas.
• The project manager is responsible for the project's overall progress and is expected to, among other things:
• Plan, lead, coordinate, and follow up on the project's execution, including schedule, resources, finances, and forecasts
• Consolidate the project's deliveries, schedule, dependencies, and resources
• Ensure progress in the development, testing, and implementation of APM
• Lead and coordinate the project's change management, including communication, involvement, and anchoring in relevant parts of the organization
• Plan how new working methods, roles, processes, and steering can be implemented and translated into the organization
• Identify and manage risks, deviations, and issues requiring decisions or escalation
• Plan and lead project and steering committee meetings, and prepare necessary decision and status documents
• Coordinate the project's dependencies with other initiatives, systems, and operations
• Ensure that the project's deliveries and decisions are documented and that the necessary project documentation is kept up-to-date
• Lead the work to develop documentation and recommendations for potential subsequent scaling and migration, and ensure a structured handover to the next phase
• The project involves extensive organizational change affecting Svenska kraftnät's facility project operations and a portfolio of over 500 facility projects. Change management and anchoring are therefore central to the assignment. The project manager needs to understand how the change impacts different parts of the organization and balance the organization's needs and
• conditions with the project's demands for progress and results.
• The assignment places high demands on the project manager's ability to lead in a complex organization with many stakeholders and dependencies. The project manager is expected to be attentive, build trust, and be professional, while working in a structured and solution-oriented manner. The role requires strong communication skills, good judgment, and the ability to create participation and anchoring while driving the project
• forward towards decided goals and deliveries.
• According to the current project directive, the project is to be completed during Q2 2027. The planning and deliveries of the assignment must align with the project's decided project plan, milestones, and schedule.

Project details

Svenska kraftnät's office in Sundbyberg.

Remote work may occur up to 50% of the working time. The exact scope will be decided in consultation with the client according to the organization's needs and may be adjusted during the assignment period. The consultant is not expected to travel within the scope of the assignment, other than for presence at Svenska kraftnät's office in Sundbyberg.

Security clearance: No security clearance or security agreement is required for this assignment, but the assignment may be covered by security protection during its execution. The supplier undertakes to participate in security clearance or sign a security agreement if required.

Invoice information: PayExpress is standard for all our contracts. Otherwise, 30 days payment term + 1-5 days for administration applies.

The consultant/supplier may be called for an interview if needed to verify compliance with requirements.

Contractual terms:

The terms for the assignment will be based on Ework's framework agreement with the customer.

The bid must be valid for 1 month from the last application date, and no reservations for additional costs beyond what is stated in the assignment description may be made. Please note that bids may be rejected if they contradict what is stated in the attached Example Agreement.

Information about price dialogue:

After evaluating the submitted bids, the highest-ranked suppliers will be invited to a price dialogue via email.

Suppliers will then have 24 hours to respond to the email. Responses within the specified timeframe may affect the supplier's ranking. If no response is received within the specified time, it will be interpreted as the supplier waiving the right to adjust their price.

Evaluation and award

Bids are evaluated based on the best ratio between price and quality, where fulfilled value-adding requirements provide fictitious price reductions that lower the bid's comparison sum. Ework presents the top three candidates to the client, who then verifies the consultant's competence and suitability through interviews. The assignment is finally awarded to the bid that, after value-adding deductions, has the lowest comparison sum.

Question 1:

Mandatory requirement 3 applies to the implementation of a new or significantly revised production model within infrastructure, construction/civil engineering, or energy, with both a steering model and a process model in actual application.

Does this need to apply to an organization-wide model for the client's total project operations, or can an implementation within a limited facility delivery be accepted, provided that roles, responsibilities, decisions, follow-up, and steering methods have actually been implemented and used?

Answer:

Mandatory requirement 3 does not require the production model to have been implemented organization-wide in the client's total project operations.

An implementation within a limited part of the organization or a limited facility delivery can be accepted, provided that the assignment included the implementation of a new or significantly revised production model with both a steering model and a process model. The implementation of project-specific routines alone is not sufficient.

It is difficult to determine in advance whether an implementation within a limited scope meets the requirement, as it depends on the actual content and scope of the assignment. The assessment must therefore be based on the experience presented in the bid, which should clearly state what has been implemented, the consultant's responsibility, and how the model has been applied.

Question 2:

Is it okay for two consultants to share the assignment, one very senior and one consultant lower than level 4?

No, we want one full-time consultant at level 4.
