Assignment Description

As a project manager for chain provisions, you will lead projects in a political-administrative environment. These projects are operational and/or tactical in nature and are of strategic importance to our clients. These projects often contain a substantial IT component, aimed at realizing new or improving existing products and services. For example, developing provisions where various organizations can exchange information from diverse systems.

This requires collaboration with chain partners and other parties, where interests are high and potentially conflicting, and can lead to (inter)national reputational risks for those involved.

Of course, you will not do this alone. You will work closely with a department manager, team manager, product owner, DevOps teams, and other stakeholders. In this challenging field, you will be the point of contact and figurehead for this project within the environment, manage expectations with internal and external clients, and communicate the vision of your project, which is planned within the Justid portfolio.

In short, a great challenge for a technical project manager who wants to sink their teeth into a complex and dynamic environment! You may also be deployed on other projects, but this will be coordinated in good consultation.

Background of the assignment

For one of our clients, we need to develop, set up, and host a (new) application using the NextCloud application. The current application must be phased out, and users will need to be migrated. Two departments of Justid are involved in this, including the IT department. Therefore, for this assignment, we are looking for a project manager with technical knowledge who can effectively position technical people to ensure the project's effectiveness. This person must be able to successfully complete this project in a politically sensitive environment.

Finally, Justid seeks experience and insight into setting up new services, such as determining the necessary resources, expertise, and capacity for the team responsible for setting up new services and eventually transferring them to management.

Requirements

Extensive experience in advising, guiding, and supporting teams in change processes

The candidate has demonstrable experience working in a politically and administratively sensitive environment

Specifically, the candidate must demonstrate that they can handle the interests of multiple organizations, each represented in the project (6 years)

Additional Information

When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is based in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof from the Tax Authorities), you also have the option to provide an auditor's report (assurance report regarding personnel lending) every quarter. In this report, a certified accountant (AA or RA) will issue a statement on the correctness, completeness, and timeliness of the remittances.
