Our roads, traffic lights, public lighting, and pumping stations: they form the vital arteries of the Municipality of Utrecht. We manage these assets efficiently, safely, and data-driven. For this, it is necessary to renew several management applications for our water assets. The role involves guiding a temporary project for a duration of approximately 2 years. As Project Manager, you play a crucial role in this.

The project includes the selection, procurement, and implementation of a management application for the Water, Sewerage, and Pumping Stations (WRG) team. An important tool that asset managers, program managers, and other project managers use extensively to work according to the principles of iAMPro. As Project Manager, you play a crucial role in this. You bridge the gap between the external technology and the internal software and users, ensuring that the managers and asset managers have the right tools at their disposal. In this role, you act as a contractor, reporting to the water management team leader.

You gather needs from users, translate them into requirements and wishes for the management application(s). You will guide a tender, selection, and procurement of the application, and oversee its implementation. You focus on achieving efficiency, cost control, and quality assurance in the execution of this project. You will work closely with various internal and external stakeholders, such as asset managers, program managers, and project managers, and other involved parties, to ensure the project's success. Gathering requirements for the program of requirements, guiding the tender process, and then implementing.

What do you bring?

• A completed HBO or WO degree, preferably in project management, business administration, engineering, or a related field.
• At least 5 years of experience in a similar role, preferably within the technical sector or operational management, with specific experience in managing complex projects and contracts.
• You have at least demonstrable experience as a project leader with GIS software implementations (experience with management or asset management systems in public spaces is a big plus).
• Certifications such as PRINCE2, IPMA, or a comparable project management certification are a plus. Furthermore, you possess the following competencies:
• Leadership: Able to set the direction for this complex project as a contractor and capable of successfully managing internal and external stakeholders to achieve the objectives.
• Strategic insight: You can translate the long-term vision and user needs into concrete goals and requirements for this project and understand the bigger picture of asset management in urban water management.
• Project and contract management: You have experience managing large, multidisciplinary projects and managing complex contracts, ensuring quality assurance and cost control.
• Communication skills: You can communicate effectively with various stakeholders at different levels, both within and outside the organization.
• Problem-solving ability: You tackle complex issues and bottlenecks in project execution efficiently and effectively.
• Flexibility and stress resistance: You can handle the dynamics of changing project conditions and deadlines well.
