Project overview

The Directorate Information Policy/CIO (DICIO) of the Ministry of Health, Welfare and Sport (VWS) is actively working on various ICT in healthcare themes, such as data exchange in healthcare, AI in healthcare, Personal Health Environments (PGO), secure access to medical records, big data, and cybersecurity in healthcare. Digitalization of healthcare is about having the right information at the right time and in the right place, enabling healthcare providers to deliver the right care. This contributes to achieving VWS policy objectives aimed at a healthy, fit, and resilient Netherlands. Now and in the future.

The Directorate Information Policy consists of six clusters. The three iPolicy clusters work on, among other things, information policy for healthcare. The professional policy teams consist of a good mix of policy advisors and project secretaries. The CIO Office of VWS and the iRegie team are also part of the directorate. Finally, the iStaf team supports the directorate in management support, finance, operations, and communication.

Program

The 'Realization AI in Healthcare' program aims to accelerate the safe, reliable, and effective use of AI in the healthcare sector, contributing to the accessibility and quality of care, with the primary goal of reducing administrative workload.

To achieve this, VWS will steer the program and, together with healthcare and chain partners, focus on realizing the objectives through two tracks:

We are looking for a project manager who will work with healthcare cooperatives and chain partners to tackle the AI-readiness program line. AI-readiness concerns the extent to which a healthcare organization is prepared to effectively and safely deploy AI on a large scale. This is an important prerequisite before actual scaling can take place.

• Ample experience as a project manager (3-7 years), preferably in the healthcare or public sector.
• Experience with transformations in complex environments.
• Strategic and policy orientation: vision formation, prioritization, and the ability to establish frameworks and roadmaps.
• Project management: planning, scope and dependency management, scheduling, budget monitoring, risk management, reporting, and steering based on KPIs (e.g., PRINCE2/Agile).
• Change management and implementation: adoption strategies, intervention design, training and communication plans, working with maturity and readiness models.
• Stakeholder and chain collaboration: networking skills, consensus building, negotiation, establishing governance and decision-making with cooperatives and system partners.
• Political-administrative sensitivity: balancing interests, building support, and dealing with different institutional contexts.
• Domain knowledge healthcare and AI: basic knowledge of AI applications (in healthcare), data-driven work, data and model quality, and application in healthcare processes.
• Governance, privacy, security, and ethics: basic knowledge of GDPR, NEN 7510/7512/7513, (E)GDPR, MDR/IVDR for (software as) medical devices, principles for responsible AI, and the EU AI regulation.
• Analytical ability: inventorying and categorizing ongoing initiatives, gap and impact analysis, data-driven decision-making, and effect measurement.
• Communication and editorial skills: clearly writing guidelines and self-evaluations, preparing administrative documents, presenting, and facilitating sessions.
• Leadership and result orientation: ownership, decisiveness, progress monitoring, quality assurance, and embedding results in the line.

• Candidate has at least 6 years of demonstrable work experience as a project manager for digitalization projects.

• Degree to which the candidate has knowledge of AI in healthcare.
• Degree to which the candidate has experience with digitalization projects in healthcare.
• Degree to which the candidate possesses the required competencies and skills (verifiable in CV, motivation, and/or potential interview).
• Degree of experience and/or affinity with the client's organization.
