Motivation for hiring
The unit is looking for two experienced project managers in the area of execution and actual realization of organizational development tasks, included in the development agenda of the Landelijke Expertise en Operaties (LX) unit.
Within the domains of the LX, change tasks are elaborated through three phases: first a Rough Design, then a Fine Design, and finally Realization. Two Project Managers Realization are needed for the realization part of these tasks. The Project Manager Realization manages and is responsible for the actual realization of fine designs within the unit. Realization of these fine designs consists of activities necessary to set up concrete, functioning structures, processes, functions, and resources.
This role requires knowledge and skills in both project management and the ability to realize organizational development trajectories with an HRM component. Preferably someone who is well-versed in the playing field of the police, the functioning within units, and the collaboration and coordination with stakeholders within the PDC. This is not a dealbreaker.
This specific and specialized expertise is scarce and not present within our unit. We have actively searched for project managers with the right profile from within our own organization over the past year. This has not been found to date.
Given the urgency to build a future-proof LX unit with the tasks involved in organizational development and the actual realization of these tasks, hiring these project managers is necessary.
Assignment description
As Project Managers Realization, you will work within the LX on unit-wide realization tasks that play out within the domains.
The Landelijke Expertise en Operaties (LX) unit is in full motion. In 2024, the former Landelijke Eenheid was split into two units. In 2025, the structure of the LX was established at the domain level. The unit consists of 5 different domains, a Staff Service, and a Business Operations Service, which will undergo varying degrees of further development in the coming years.
This further development is described in various plans, which are prioritized at the unit level through a change agenda. The 2026 change agenda includes several extensive tasks involving the redesign of (parts of) one or more domains.
Within the unit, a method and phasing for design have been established, whereby a rough design, fine design, and realization trajectory lead to the implementation of a new design or organizational structure.
These change tasks have a strong HRM component, with the new structure often leading to a reorganization. The tasks have various objectives, underpinned by the need for cultural change, leadership development, and efficient collaboration with other domains and/or units in the country. Additionally, the National Police, and thus the LX, faces a significant budget cut.
A program structure has been set up within the unit with support from the Police Service Center (PDC) and external consulting firms, aiming for the realization of prioritized tasks within the set frameworks. The scale of the tasks, the scarcity of required expertise, and the desire to remain agile and embed such a structure sustainably within the organization mean that processes and structures may be subject to change in this phase. In addition to working together on the realization of tasks in the domains, there will also be an element of pioneering and co-building these structures at the unit level.
Not a classic corporate project manager profile that primarily manages remotely: a hands-on project manager is sought who prepares plans and administrative products, organizes actions, and resolves bottlenecks.
Demonstrable experience with the implementation/realization of complex organizational changes in a large organization (guideline: >2,000 employees); preferably within government, police, or another political-administrative executive organization.
Experience with reorganization trajectories, co-determination/decision-making, and collaboration with HR, Control, IT, Facilities, and other business operations disciplines is a significant plus.
Hands-on, flexible, results-oriented, constructive, and collaborative; remains effective amidst changing circumstances, scarce capacity, and conflicting interests.
Does not just build for the result of the trajectory, but simultaneously professionalizes the working method and ensures transfer, safeguarding, and strengthening of ownership in the line.
Special positioning
As a project manager, you fulfill a temporary independent role and operate outside the hierarchical line organization.
This independent position makes it possible to:
Integrally weigh organizational interests;
Steer sub-projects across the board for quality and coherence;
Independently advise on administrative dilemmas;
Set priorities within sub-projects;
Escalate objectively when progress or quality is under pressure.
You do not manage based on substantive domain responsibility, but on the quality of organizational development, governance, implementation, and sustainable safeguarding.
This independent position contributes to transparency, administrative stability, and professional execution of complex change tasks.
Goal of the assignment
You are explicitly tasked with professionalizing the assignment in such a way that organizational development is sustainably embedded within the standing organization.
The ultimate goal is that:
Change becomes part of regular business operations;
Knowledge, methodologies, and governance are transferred;
Internal change capacity is developed;
LX can continuously and adaptively respond to societal and national developments.
