Tilburg municipality is looking for a Project Manager Urban Development

The position

Tilburg is growing, flourishing, and buzzing! It is the city where urban development happens. With high-profile area developments such as the Spoorzone, Stappegoor, Oostflank, the city center, and the Kenniskwartier, Tilburg is a dynamic and innovative place to live and work. We have ambitious and exciting plans in both the city and the surrounding villages.

Due to maternity leave, there is a need for temporary replacement of an existing project leader. Are you an experienced project manager with a passion for urban development? Seize the opportunity now to lead the realization of high-profile developments in the center of Tilburg and the Piushaven.

The projects:

BPD | Bouwfonds Gebiedsontwikkeling and the municipality of Tilburg are jointly developing the Louis Bouwmeesterplein area. The plan consists of approximately 480 homes, a public parking garage, (commercial) facilities in the building's plinth, and green landscaping of the area. The sketch design is ready, and the preliminary design is expected to be delivered by the end of 2026. Further elaboration will take place in 2027, and the environmental permit will be prepared.

(Estimated time commitment: average 16 hours/week).

The municipality is having a temporary parking garage built on the Noordhoekring. This temporary parking garage is necessary because we are redeveloping the Louis Bouwmeesterplein, making the parking garage on Louis Bouwmeesterplein temporarily unusable. The European tender for the development and realization of the parking garage is ongoing. In 2027, the development process with the developing contractor will be initiated, and the permit process will be started.

What you bring

As an experienced project manager, you are driven in devising scenarios and innovative solutions for spatial issues with societal implications. You are skilled in navigating complex power dynamics and conducting decisive negotiations. You possess excellent written and oral communication skills and communicate clearly and persuasively with diverse stakeholders. You have a good understanding of the interests of various parties and effectively respond to them, building connections. You are results-oriented, solution-oriented, organized, decisive, entrepreneurial, and proactive.

Preferably, you have experience working in a municipal role and within a municipal organization. You have demonstrable experience with area development and collaboration with developers and/or housing corporations.

Furthermore, you have the knowledge and skills to effectively shape participation processes and manage parties. You seamlessly switch between operational and administrative levels. You can effectively handle conflicting (administrative) interests, carefully weighing different perspectives.

Moreover, you are capable of managing an integral project team and ensuring that all involved parties collaborate effectively towards a common goal.

You possess relevant education and HBO/WO work and thinking level, and demonstrably extensive experience in comparable role(s).

Where you will work

Within the municipality of Tilburg, you will collaborate with the delegated administrative client, a project management support staff member, and internal specialists. You will become part of the Program, Project, and Interim Management (PPI) department, specializing in project-based work according to the PMC methodology (Projectmatig Creëren). With an independent perspective and in-depth knowledge of both the organization and specific subject areas, we contribute to important administrative goals and tasks.

From the Urban Development team, you will work with about 50 enthusiastic colleagues on area developments, real estate projects, and facility plans. We do this on behalf and in close collaboration with departments such as Spatial Planning, Real Estate, and Social Affairs. We work flexibly: from the city hall, home, or project locations within the city. Additionally, we actively seek collaboration with developers, housing corporations, and other stakeholders.

• Completing the design process, delivering the Preliminary Design including integral assessment, and delivering a draft Final Design.
• Drafting a turn-key agreement with the developer for the parking garage, including agreement on the developer's purchase price.
• Preparing the tender request for demolition and making the site ready for construction.
• Preparing a council proposal for an execution credit, including council information, participation, and/or debate meetings.
• Delivering phase documents for Preliminary Design (SO) and Preliminary Design (VO) for the parking garage.
• Conducting and completing the European tender.
• Council proposal regarding binding advice on the spatial environmental permit.
• Guiding any appeal and objection procedures.
• Delivering a gap analysis and advice on design documents and market party offers (testing role on the program of requirements).
• Preparing a phase document for internal decision-making.
