Assignment Description

For the IPPS project, we are looking for a highly experienced Planner/PMO professional who will coordinate the preparation, recording, and monitoring of the schedule and progress and results, and support the recording of project and steering group meetings.

Background of Assignment

The three Probation Organizations (3RO) are jointly working on a major modernization of their information provision. After more than ten years, the current system landscape no longer meets the architectural vision, current requirements for information security and data management, nor the strategic direction of the current management organization. To ensure the continuity, quality, and future-proofing of service delivery, a new ICT landscape is being realized. The IPPS and Dataplatform projects are the main building blocks in this.

Program FOCUS replaces the outdated systems IRIS and ROBIN at the 3RO. More than 3,000 professionals who work daily for a safer society will receive new digital support. This is not a small project - it is a program with two parallel tracks, a contracted supplier, an ongoing tender, and a tight timeframe.

The two tracks:

implementation of a new primary process system (awarded to Netcompany, go-live January 2028)

tender and implementation of a new data platform to replace ROBIN (contract start planned September 2026)

Requirements

Prince II, Agile-Scrum

Proven work experience with project-based work (5 years)

Proven work experience with creating and monitoring project plans (7 years)

Proven experience in the role of PMO (5 years)

Competencies

Collaboration - Intensive coordination with Dataplatform, Change & Communication, management organization, and supplier.

Organizational sensitivity - Understanding the dynamics of three independent organizations that jointly realize one solution.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).

The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note that the costs for this statement will be borne by you.
