What will you do

Municipality Hoeksche Waard is looking for an independent specialist who will translate parts of the Participation Act in Balance (PWiB) into concrete work processes for Work and Income. You will investigate what the agreed legislative changes mean for the execution, work them out in Suite, and draw up the necessary process descriptions and work instructions. You will then ensure implementation and hand over the delivered results. The specific parts of PWiB will be defined at the start of the assignment.

The assignment is exclusively focused on this implementation and does not include regular quality work within the team.

Execution and duration

You will carry out the assignment independently and determine how you organize your work within the agreed results. You will coordinate with the client regarding progress and deliverables. Substantive coordination with other quality employees will take place when necessary for the execution of the assignment. The assignment runs, depending on the start date and the agreed implementation task, until March 31, 2027, or June 30, 2027. The assignment is limited to the implementation of the agreed parts of PWiB.

Regular quality checks, acting as a general point of contact, handling objection cases, and other regular team activities are excluded.

Where will you work?

You will carry out a defined implementation assignment within Work and Income of the municipality of Hoeksche Waard. You will coordinate substantively with the client and involved employees where necessary to deliver the agreed results.

Please note: submit candidates promptly. Candidates are directly proposed to the client upon receipt. Therefore, it may happen that the vacancy closes earlier than the stated closing date.

What else you should know

The following client-specific conditions apply to this assignment for the client Zuid-Holland-Zuid (ZHZ):

Up to 8 weeks worked: notice period of 1 working week

Between 8 and 26 weeks worked: notice period of 3 working weeks

Longer than 26 weeks worked: notice period of 1 month

Additional conditions for the deployment of freelancers

• An elaboration of the agreed legislative changes into the consequences for the execution of Work and Income.
• Described work processes detailing the steps employees must follow and the actions required.
• Elaborated or adjusted processes in Suite, as far as this falls within the agreed assignment.
• Process descriptions and, where necessary, process maps that align with the changed working method.
• Work instructions that employees can use step-by-step during execution.
• Implementation of the agreed processes and instructions.
• A handover of the delivered documents, process setup, and choices made.
• You have demonstrable work experience as a quality employee, process advisor, or comparable specialist within municipal Work and Income.
• You have translated changes in laws and regulations into new or adjusted work processes within a municipal execution organization yourself.
• You can demonstrate, based on previous assignments, which process descriptions, work instructions, or implementation results you have delivered.
• You have knowledge of the Participation Act and can assess the consequences of changes in this law for the execution of benefit provision.
• You have worked with Suite for the Social Domain yourself and can explain which work processes you have investigated, adjusted, or helped set up in it.
• You can independently work out an implementation task, determine the necessary results within the agreed scope, and monitor the progress of delivery.
• The General Procurement Conditions for supplies and services of the municipality of Hoeksche Waard apply to every assignment.
• The take-over period for flexible workers is 1,404 hours.
• For secondment, this is 936 hours. Indexation does not apply.
• A valid Certificate of Conduct (VOG) is required for every placement. The costs for this are borne by the supplier and must be included in the rate.
• Upon termination of an assignment, the following notice periods from ZHZ apply:
• The rate is an all-in rate.
• Contracting: If a supplier proposes a freelancer for the assignment, Haert enters into the agreement directly with the freelancer. The supplier is not a contracting party to the agreement between Haert and the freelancer.
• Kickback fee: If the freelancer is proposed through a supplier, the supplier can claim a kickback fee for a maximum of 12 months.
• Kickback fee agreements: The supplier and the freelancer are themselves responsible for documenting the agreements about the kickback fee in writing in a mutual agreement. Haert is not a party to this agreement.
