Are you a specialist in civic affairs with experience in quality work and controls? Then this is a great (freelance) assignment for you!

The Position

The goal of the assignment is to ensure the continuity of quality work within Civic Affairs and to support the further development of quality monitoring.

The quality officer works independently on the agreed tasks, performs checks and analyses, and translates findings into concrete and practically implementable improvement proposals where possible.

The work will focus on the following areas during the assignment:

In addition to the above topics, the quality officer may be deployed on other quality issues within Civic Affairs, depending on available time and current priorities.

The assignment has a duration of three to 6 months. Given the scope and diversity of the quality issues, priorities will be jointly determined at the start of the assignment.

Self-evaluations and the continuity of regular quality work will have priority. Subsequently, it will be determined which additional investigations and quality issues can be addressed and completed within the available period.

About the Company

This is a municipality in the Rotterdam region. Work will be approximately 28 hours per week. The assignment has a duration of three to 6 months. Given the scope and diversity of the quality issues, priorities will be jointly determined at the start of the assignment.

What You Bring

has demonstrable experience with quality work, quality controls, and/or process improvement;

Knowledge of Civic Affairs and experience within a municipal organization are a requirement.

The quality officer works independently within the agreed assignment and priorities and periodically consults with the involved advisors and other employees within Civic Affairs.

Collaboration will occur with, among others, Civic Affairs advisors, BRP specialists, subject matter experts, product managers, and operational staff.

Existing documents, controls, and working methods will be made available. The quality officer is expected to critically and independently review the existing working methods and propose improvements where possible.

• Quality Control of Change of Address Notifications; Investigate and assess the quality of processing change of address notifications based on sample checks.
• Investigation of No-Shows; Investigate the current registration and extent of no-shows within Civic Affairs.
• Quality Monitoring and Process Improvement
• This may include: assessing existing quality controls;
• identifying and analyzing bottlenecks and risks;
• advising on improving working methods;
• contributing to the further development and assurance of quality monitoring.
• For this temporary assignment, we are looking for a quality officer who:
• can independently pick up and carry out tasks, investigations, and controls;
• has experience with performing and assessing sample checks;
• can analyze data and translate findings into usable information;
• takes a critical and independent look at existing working methods;
• can translate bottlenecks and risks into concrete and practically implementable improvement proposals;
• can report clearly and concisely;
• quickly gains insight into an organization and existing work processes;
• can work independently while actively seeking collaboration with involved employees.
• Contract for a fixed or indefinite period (depending on your preference) or on a freelance basis;
• Salary in accordance with scale 9 of the municipal collective labor agreement with nice extras depending on knowledge and experience, freelance hourly rate in consultation;
