The municipality of Amersfoort is looking for a Quartermaster / Functional (Application) Manager IAM

Why this assignment matters

The municipality of Amersfoort is working on the further professionalization of Identity & Access Management (IAM). Currently, a municipality-wide IAM program is being rolled out, including the replacement of the current IAM tooling. At the same time, the functional application management of IAM must be structurally organized. This position does not currently exist within the organization.

Therefore, we are looking for an experienced Functional (Application) Manager IAM who, as a quartermaster, will help build the new management function, help design and implement IAM and management processes, and take on daily functional management.

Your assignment

You will combine the daily functional management of the existing IAM applications with the establishment, professionalization, and expansion of the new management function.

You will map out existing working methods, support the design and implementation of management processes, and help document tasks, responsibilities, and working agreements. In doing so, you will ensure that the setup aligns with the developments within the municipality-wide IAM program and the future IAM tooling.

In addition, you will monitor the operation and availability of IAM applications, support users, resolve incidents and problems, and implement configuration changes. You will manage changes, releases, and tests, and contribute to secure, stable, and future-proof IAM service delivery.

Establishment and professionalization of the new Functional (Application) Manager IAM position;

Support in designing, describing, and implementing IAM management processes;

Elaboration of tasks, responsibilities, procedures, and working agreements;

Managing, configuring, and optimizing IAM applications, including SaaS solutions;

Monitoring availability and service delivery and resolving incidents and problems;

Implementing changes and managing releases and acceptance tests;

Monitoring connections with other applications and systems;

Application of authorization policy, information security, and privacy requirements (BIO and AVG);

Creating and keeping management and process documentation up-to-date;

Preparing for a good connection and handover to the management of the future IAM tooling.

Collaboration and scope

You will collaborate with the Project Leader, IAM Specialist, functional managers, architects, information analysts, information security, and external suppliers.

The IAM Specialist will focus primarily on the municipality-wide IAM program, including the replacement of the IAM tooling. Your responsibility lies with the daily functional management and the establishment of the new management function. You will support the translation of developments from the IAM program into workable management processes, but you will not be responsible for program management, implementation coordination, or supplier and contract management.

Intended result

At the end of the assignment, daily functional management will be secured, and a workable, documented, and transferable basis for the new IAM management function will be in place, including established IAM and management processes, clear responsibilities, and alignment with the future IAM environment.

Job requirements

What you bring

Demonstrable HBO (higher professional education) work and thinking level;

Demonstrable knowledge of and experience with Identity & Access Management (IAM);

Extensive experience with functional application management, preferably of IAM and SaaS solutions;

Experience with establishing or professionalizing management functions and processes;

Knowledge of authorization management, application connections, and information security;

Knowledge of incident, problem, change, and release management;

Familiarity with BiSL, ASL, ITIL, and agile working methods;

A self-starting, analytical, proactive, and results-oriented work attitude;

Good communication skills and the ability to connect different disciplines.

Experience with Identity Governance & Administration (IGA) and within a municipal organization is a plus.

During the onboarding period, you will be full-time at the office in Amersfoort; after the onboarding period, hybrid working may be possible.
