The Province of Fryslân is seeking a Senior Advisor to professionalize and structurally secure its sustainable information management. The role focuses on analyzing the current situation, defining a future state, and developing a realistic roadmap for implementation.

Province Fryslân wants to further professionalize and structurally secure sustainable information management in the coming years. Much has already been researched and mapped out in parts. The need is therefore not primarily for new research, but for bringing together existing information, determining direction, and translating this into a realistic development agenda.

The province wants to work from three interconnected steps:

The assignment is explicitly strategic in nature and initially focuses on analysis, direction, and preparation for execution.

The contractor develops a coherent strategic vision of the province's sustainable information management and translates this into a multi-year development direction.

The assignment consists of four parts.

2.1 CURRENT state: where are we now?

The contractor:

2.2 FUTURE state: where do we need to be in about three years?

2.3 From CURRENT to FUTURE: development agenda and roadmap

The roadmap forms the basis for further decision-making and execution.

2.4 Deep dive track: archive and information management

One track will be further elaborated within the assignment: the existing archive task.

Requirements for all suppliers

At the end of the assignment, at least the following will be available:

The contractor possesses:

The contractor builds as much as possible on what is already available, quickly distinguishes between main and minor issues, and avoids unnecessary in-depth analysis.

The emphasis is on:

The assignment is successful when, after approximately three months, the province not only knows where it stands and where it wants to go, but above all has a realistic and supported route to get there.

Naturally, this vacancy is open to everyone who recognizes themselves in this.
