• Completed HBO or WO education, or demonstrable HBO or WO working and thinking level.
• Minimum of five years of demonstrable contract management experience, of which at least three years senior or strategic.
• Demonstrable experience with complex care or service portfolios, strategic discussions, risk and performance management.
• Demonstrable experience with the Wmo and/or the social domain; municipal experience is a strong preference.
• Demonstrable experience in setting up, improving, or professionalizing contract management, processes, or working methods.
• Demonstrable experience with coaching, guidance, or knowledge transfer to colleagues.
• Assessment will be based on the CV. It will look at demonstrable experience as a senior contract manager, experience with complex care or service portfolios, and experience within the Wmo, the social domain, and/or a municipal context. The applicant will substantiate their own role, duration, portfolio size, and achieved results for each relevant assignment.
• Assessment: The applicant will explain a concrete example in a maximum of one A4 page of an assignment where strategic contract management was combined with a development or professionalization assignment. The explanation must include the initial situation, the applicant's own role, the approach, involved parties, choices made, and the demonstrable result. It will be assessed to what extent the candidate has experience with strategic steering, developing processes, roles, consultation structures, and management information, and achieving sustainable improvements in contract management.

Assignment Description

Municipality of Haarlemmermeer is temporarily looking for a Senior Contract Manager Wmo. The assignment focuses on strategically managing a complex Wmo portfolio and on the structural design and professionalization of Wmo contract management within the Social Support and Welfare (MOW) cluster. The contractor will work organizationally from the Contract and Data Management team within the Youth and Education cluster and will collaborate closely with MOW in terms of content.

The assignment requires a senior professional who connects contract management at a strategic level with policy, execution, finance, data, and supervision. In addition to their own portfolio, there is an explicit development assignment: the contractor will create a workable blueprint and implementation approach for professional Wmo contract management within MOW. The contractor will guide the current Wmo contract manager in the further development of their role, working methods, and expertise.

Tasks and Responsibilities

Positioning

The Social Domain of the Haarlemmermeer municipality is in development. Within this development, the Social Support and Welfare cluster has been established. Wmo contract management needs to be further designed and professionalized in this context, so that it structurally contributes to quality, efficiency, continuity, and societal results. The Senior Contract Manager Wmo is organizationally part of the Contract and Data Management team within the Youth and Education cluster. For the substantive assignment, the contractor will work intensively with the involved colleagues within MOW.

The position therefore combines senior portfolio management with a change and development assignment.

Interviews will take place on Monday, October 26th, between 09:00 and 12:00 at our location in Hoofddorp.

Explanation of schedule

32 hours per week. Working days and presence at the Hoofddorp location on Mondays and Wednesdays.

• Conduct strategic contract management for a part of the Wmo portfolio and act as a senior discussion partner for important care and welfare providers;
• Steer on performance, quality, efficiency, risks, continuity, and societal results;
• Conduct strategic discussions, negotiations, and improvement agreements with providers and escalate or intervene where necessary;
• Analyze contract, financial, qualitative, and operational management information and translate it into concrete actions, risk assessments, and advice;
• Identify developments in the Wmo, the provider market, and the portfolio and timely agenda their consequences with management and relevant internal partners;
• Connect contract management with policy, access, execution, finance, data, and supervision;
• Advise management on strategic issues, priorities, and choices within the Wmo portfolio;
• Prepare an analysis and blueprint for the structural design of Wmo contract management within MOW, including at least roles and responsibilities, processes, consultation structures, management information, quality assurance, and implementation steps;
• Guide the current Wmo contract manager through on-the-job coaching, knowledge transfer, joint reflection, and helping to strengthen the professional working method;
• Share knowledge and experience with colleagues within the Contract and Data Management team and contribute to the further professionalization of the profession.
• Completed HBO or WO education, or demonstrable HBO or WO working and thinking level;
• Minimum of five years of demonstrable experience as a contract manager, of which at least three years in a senior or strategic role;
• Demonstrable experience with strategic contract management of complex care or service portfolios;
• Demonstrable knowledge of and experience with the Wmo and/or the social domain, preferably within a municipal context;
• Experience working with financial, qualitative, and operational management information;
• Experience with complex discussions and negotiations with care and welfare providers;
• Demonstrable experience in improving, developing, or professionalizing contract management, processes, or working methods;
• Demonstrable experience with coaching, guidance, or knowledge transfer to contract management colleagues;
