The Position

As a Senior Licensing Advisor at Evides, you ensure that permits and authorizations for complex infrastructure projects are obtained in a timely, careful, and legally correct manner. You are the content expert in the field of licensing within drinking water infrastructure and operate in a dynamic playing field where laws and regulations are constantly changing and diverse interests converge.

From your expertise, you oversee the entire licensing landscape under the Environmental Quality Act (Omgevingswet). You strategically advise project teams on licensing processes and ensure that projects are legally feasible. In doing so, you deal with, among other things, nature and environmental permits, water permits, environmental permits, and other public law authorizations from municipalities, provinces, and water boards.

You are part of the Infra Operations Bureau and, together with colleagues from Land Affairs, form the Licensing & Land Affairs desk. From your senior role, you actively contribute to the further development and positioning of this field within Evides.

• Advising project teams on licensing processes, notifications, and authorizations within complex infrastructure projects.
• Coordinating and guiding licensing procedures under the Environmental Quality Act, from application to irrevocable decision.
• Reviewing designs and project plans for legal feasibility and permit requirements.
• Identifying legal risks, such as susceptibility to objections and appeals, and translating them into clear advice and appropriate management measures.
• Maintaining contacts with competent authorities, such as municipalities, provinces, and water boards, and with external advisors.
• Acting as a senior sparring partner for colleagues and contributing to knowledge development, standardization, and process improvement.
• Actively contributing to the further development of the Licensing & Land Affairs desk and providing direction to the licensing field within Evides.
• A higher professional education (HBO) or university (WO) degree, preferably in administrative law, environmental law, or a comparable field.
• At least 5 to 7 years of experience in a licensing or legal advisory role within infrastructure, government, or an advisory organization.
• Thorough knowledge of the Environmental Quality Act (Omgevingswet) and related laws and regulations.
• Experience with complex licensing procedures and administrative decision-making.
• Strong communication skills and administrative sensitivity.
• The ability to translate legal frameworks into practical and feasible solutions.
• An independent, proactive work attitude and the ability to carefully weigh interests in a complex environment.
