For the municipality of Helmond, YER is looking for a Senior Project Manager/Advisor Mobility Hub Brouwhuis

The Position

The municipality of Helmond is working on the development of Mobility Hub Brouwhuis as a city-edge hub on the east side of Helmond. The location is positioned within municipal and regional policy frameworks as a transfer point between car, train, bicycle, and other modes of transport and must be able to serve traffic from the N270 and N279, among other things.

For the first phase of development, funds are allocated within KTM-2. To obtain these funds, a SPUK application must be prepared in Q1 2027. To arrive at a substantively substantiated and feasible application, two interconnected steps are necessary in the short term.

Firstly, there is a lack of sufficient quantitative substantiation of the potential users of Hub Brouwhuis. The research already conducted on the connection between Brouwhuis and Deurne qualitatively maps out functions, target groups, and interdependencies, but does not contain additional quantitative analyses. In particular, there is a need for insight into the actual market demand, origins and destinations of potential users, and the extent to which Brouwhuis and Deurne complement each other or serve the same target group.

Secondly, based on this substantiation, a realistic and phased preliminary design for the first development phase of Hub Brouwhuis must be drawn up. The starting point is no longer a built parking facility, but a suitable first phase with measures whose utility, necessity, and scope can be demonstrably substantiated.

This assignment must lead to a substantively, spatially, financially, and procedurally substantiated package that can be used for the SPUK application and further coordination with NS, ProRail, the province of Noord-Brabant, and MRE.

Objective of the Assignment

The objective of the assignment is to sufficiently substantiate and elaborate the development of Hub Brouwhuis to make a decision about the first phase of the hub and, if feasible, include it in the SPUK application for KTM-2.

Research and design must be carried out in close conjunction: the demonstrated mobility need determines the program and scope of the hub and thus the preliminary design.

An important principle is a phased and feasible development. Where possible, for the first phase, measures that are independently meaningful and retain their value in a later, further development will be sought, and for which the dependency on third parties, particularly ProRail and NS, is manageable.

• Integrally bringing together the various research and design deliverables into a substantiated proposal for the first phase of Hub Brouwhuis
• Extensive experience with complex mobility or infrastructure projects in the exploration and design phase;
• Experience with P+R, mobility hubs, station environments, or multimodal nodes;
• Experience in translating mobility analyses into functional requirements and spatial designs;
• Knowledge of the various design phases and experience with preparing/supervising a preliminary design;
• Knowledge of cost estimates and preferably SSK methodology;
• Experience with projects in or near rail infrastructure and preferably collaboration with ProRail and NS;
• Experience with subsidy projects and preferably national/MIRT/SPUK trajectories;
• Experience in an administratively complex environment with municipalities, provinces, regions, and other public and private partners.
• Analytical ability. Can assess diverse data sources, clarify assumptions, and move from ambition to a quantitatively defensible conclusion.
• Integral perspective. Connects traffic engineering, design, finance, land positions, spatial quality, feasibility, and administrative context.
• Results-oriented. Works towards the hard deadline of the SPUK application and organizes the research so that intermediate products are available in time for design and decision-making.
• Independent judgment. Is able to question existing assumptions. The assignment is not to prove a pre-chosen hub size, but to determine what size is actually justifiable based on the available data.
• Environmental sensitivity. Understands the interests and working methods of NS, ProRail, province, MRE, Deurne, and the municipality of Helmond and can operate constructively in a dossier where support is not self-evident.
• Process and collaboration skills. Can bring together different disciplines and parties and steer towards concrete decisions and partial results.
• Communication and advisory skills. Can reduce complex analyses to clear choices for project management, management, and administration.
• The hired senior advisor/project manager is integrally responsible for the deliverables and their substantive coherence. Specialized design, estimation, or data work can be carried out with available internal capacity or specialist support, with the contractor remaining responsible for management, quality, and integration.
