Regionfastigheter within Region Skåne is seeking an experienced transformation and delivery manager for the Scalable Property Data 2030 program.

Regionfastigheter is undergoing a comprehensive digital transformation through the Scalable Property Data 2030 program. The program aims to establish a coherent, open, and long-term sustainable digital information structure for Region Skåne's property portfolio.

Several development initiatives, technical capabilities, and organizational ways of working have already been established. The next step is to coordinate these into functioning overall solutions that create concrete business value.

The purpose of the assignment is to strengthen the program's operational execution and ensure that development initiatives contribute to common, verifiable results.

The consultant shall strengthen the program's execution capability by translating strategic goals and ongoing development initiatives into concrete, coordinated, and measurable deliveries.

The assignment has a special focus on two selected reference buildings that will serve as common development and testing environments for the program's digital capabilities.

The work shall be concentrated on two reference buildings where solutions are developed, tested, and verified in real environments before they are standardized and scaled further.

The consultant shall create structure, coordination, and progress between project managers, specialists, business representatives, and other involved functions.

The role is operational and delivery-oriented and shall complement, not replace, the program's existing management.

Project managers and specialists retain responsibility for execution and quality within their respective assignments. The Transformation and Delivery Manager is responsible for coordination between them and for ensuring their deliveries contribute to the program's common goals.

The consultant shall have documented experience in leading and coordinating complex digitalization and transformation initiatives in large organizations.

• Within the program management's decided goals, frameworks, and priorities, the consultant is granted the mandate to:
• Coordinate planning and follow-up of common deliveries.
• Convene and lead operational delivery meetings.
• Request necessary documentation and status updates from involved initiatives.
• Propose reprioritizations and actions to manage obstacles and dependencies.
• Escalate issues requiring decisions from program management or the responsible manager.
• The mandate does not include independent decisions on budget, resource allocation, changes to program goals, or major changes to decided scope.
• The program's strategic direction, goals, and overall priorities.

• Upon completion of the assignment, Regionfastigheter shall have established a common and anchored structure for how development initiatives are coordinated and translated into concrete deliveries within the two reference buildings.
• There shall be a clear understanding of what is to be delivered, by whom, in what order, and how the result is to be verified.
• The assignment shall create conditions for continued implementation during 2027 and successive scaling within Regionfastigheter's property portfolio up to 2030.
• Experience in transformation management, delivery management, and business development in complex organizations.
• Ability to translate strategic goals into prioritized activities, concrete deliveries, and measurable results.
• Experience in coordinating multiple parallel initiatives with common dependencies.
• Experience in cross-functional work between operations, IT, information management, and administration.
• Experience with iterative working methods, implementation, and change management.
• Ability to establish delivery plans, responsibility allocation, follow-up, and acceptance criteria.
• Experience in ensuring that developed solutions transition to functioning operations and long-term administration.
• Experience in property operations, information management, data-driven development, and public sector operations is meritorious.
• The consultant shall be structured, self-driven, communicative, and solution-oriented with excellent collaboration skills.
• Particularly important is the ability to create common direction, drive progress, clarify responsibility, and unite different competencies around common results.
• The role requires strategic understanding but above all a strong ability for practical execution. The consultant does not need to be a technical specialist.
