Senior SAP Private Cloud Transformation Project Manager

Project overview

For a major SAP Private Cloud transformation initiative within the German public sector, we are looking for an experienced Senior SAP Cloud Transformation Project Manager.

The project focuses on preparing the existing Kommunalmaster solutions for Finance, Taxes/Levies and HR for a future cloud operating model.

The role requires more than classic SAP project management. The focus is on SAP cloud strategy, target architecture, migration planning, digital sovereignty, governance and strategic decision support.

Responsibilities

• Develop a future-oriented cloud strategy for the SAP landscape
• Define strategic principles, architectural guidelines and decision criteria
• Assess suitable SAP cloud and private cloud scenarios, particularly:
• RISE with SAP
• SAP Sovereign Cloud
• Private Cloud scenarios
• Develop a target architecture covering:
• Applications
• Data
• Interfaces
• Define and structure the migration strategy and migration roadmap
• Evaluate dependencies across applications, data and interfaces
• Support the development of exit and contingency concepts
• Prepare and assess business cases and economic viability
• Coordinate involved service providers
• Manage stakeholders across the participating organizations
• Prepare complex technical, economic and organizational topics for decision-making
• Support strategic decision preparation for management and leadership teams
• Ensure consideration of:
• IT security
• Data protection
• Cloud governance
• Data sovereignty

Requirements

Candidates without strong SAP cloud strategy and architecture experience are unlikely to fully match the mandatory criteria. By providing strong proof within these two critereas

• Proven experience leading complex IT transformation or cloud transformation programs
• Strong experience with SAP S/4HANA
• Strong background in SAP Finance
• Experience with SAP HR or related processes is beneficial
• Proven experience developing and implementing cloud strategies
• Experience with hybrid SAP landscapes
• Strong understanding of:
• RISE with SAP
• Sovereign Cloud
• Private Cloud models
• Experience creating current-state and target architectures
• Experience defining migration architectures and dependency analyses
• Knowledge of:
• IT Security
• Data Protection
• Cloud Governance
• Data Sovereignty
• Experience creating business cases and economic assessments
• Strong strategic consulting capability
• Ability to combine technical, commercial and regulatory requirements into a clear decision-ready strategy
• Strong stakeholder and management communication skills
• Project Management certification is mandatory
• Experience in the public or municipal sector is strongly preferred
• Availability from December 2026

• Workload: 185 project days initially
• Optional Extension Effort: 80 additional project days
• On-site Requirement: Approx. 65 days in Stuttgart during the initial term, remaining days remote
• Language: German, minimum B2 / ideally C1
• Maximum Rate: €85/hour
