The CIBG is an agency of the Ministry of Health, Welfare and Sport (VWS). As part of its executive mandate, CIBG specializes in the development of registry technologies, including the specification and realization of access, processing, storage, and distribution related to (personal) data. Well-known examples include the BIG register, Donor Register, Veterinary Register, and UZI Register.

Additionally, CIBG issues exemptions for the production and distribution of medicinal cannabis, issues the UZI pass, and grants licenses to dispensing GPs and pharmaceutical companies for the preparation, import, and trade of medicines.

CIBG specializes in performing registry tasks for VWS and on specific registers for education, (professional) registry tasks, and government-wide data nodes. CIBG has offices in The Hague and Heerlen. The Delivery department is located in The Hague.

The task of the Delivery department is to further develop and maintain applications and websites with data collections. This means the Delivery department is responsible for the realization of applications and websites, security, and user-friendly access to the data.

Striving for predictability and efficiency. That is your goal as Software Delivery Manager. By focusing on quality using data, you ensure the department works as well as possible. From The Hague, you will support the DevOps teams in their mission: adding value with indispensable applications for everyone.

The CIBG is one of the most important executive organizations in the Netherlands. As Software Delivery Manager, you ensure that the Delivery department works predictably, reliably, and well. You will improve the DevOps teams by using DORA metrics, enabling them to deliver high-quality software. You will also support integration and automation teams and work closely with the department head on vision and strategy. You will also be involved in procurement and supplier management, recruitment of new scrum teams, and monitoring and improving their performance.

• Keeping essential applications up-to-date, such as the Donor Register and the BIG Register;
• Ensuring the integration and automation of development processes;
• Supporting teams responsible for platform maintenance;
• Collaborating with information analysts and UX designers to prepare projects well;
• Promoting collaboration between DevOps teams and surrounding teams within and outside the Delivery department;
• WO work and thinking level;
• Minimum 4 years of experience working with and applying Scrum in the last 6 years;
• Affinity with principles such as DevOps and Continuous Delivery;
• Minimum 3 years of experience guiding development teams as a manager, coordinator, scrum master, or product owner;
• Minimum 1 year of experience with strategic and tactical advice on software delivery;
• As above; more years of experience will be assessed more favorably;
• The candidate has introduced, anchored, or strengthened the scrum/agile methodology within an organization.
• Ability to work independently;

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have an SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.
