Assignment Description

For the assignment, we are looking for a Solution Architect Applications. You will be at the forefront, working on the technical solutions and integration of justice applications. How do we tackle certain issues, for example with container platforms, microservices, or object-based storage? How do we handle system integrations with the justice system? And what requirements do we set, by design, for quality and security? With the transition to the cloud and a zero trust architecture, the bar is set high.

You will advise DevOps teams on the architecture of digital services for external parties such as portals and B2B channels. You will outline the design in broad strokes through a solution architecture design and answer questions regarding the detailed implementation. This allows them to work agilely on a just-in-time architecture. You will translate architecture statements into concrete elaborations for the DevOps teams.

Background Assignment

IVO Rechtspraak develops products and services that enable the exchange of digital documents between the Justice system and external parties such as lawyers, citizens, bailiffs, and chain partners like the Public Prosecution Service, the Tax Administration, etc. Digital Access (DT) is realized through various web portals, a scanning service, and system-to-system connections. Additionally, applications are developed for our justice colleagues, such as a Digital Mailroom and a Digital Case File. Several DevOps teams work on the DT solutions, each developing, testing, delivering, and managing software components.

All teams work according to the Scrum methodology. Development takes place according to a Cloud-native microservices architecture in Angular (front-end) and .NET-core (backend), utilizing technologies such as Openshift Cloud Platform, ApiGateway, AMQP, and Object Based Storage. Privacy and security are important aspects in daily work. Furthermore, the department highly values well-maintainable code and strives for a high degree of test automation. As digital case files are increasingly used, the reliability, integrity, performance, and security of these products are extremely important.

IVO Rechtspraak provides IT and information services for all institutions under the Council. The Architecture Staff Unit is responsible for developing and safeguarding the architecture and plays an important role in the digitalization of the Justice system.

Requirements

Education, Certificates, Knowledge Level

Work and thinking level

Knowledge and experience in creating microservice RESTful API and micro front-end based solution architecture for environments based on Microsoft development stack (.NET Core) and/or Java frameworks, front-end Angular, CI/CD platform, and API Gateway.

Knowledge and experience in creating solution architecture for DevOps teams, translating business (including security and privacy) requirements and standards into frameworks and designs for software development.

You are a true connector; you create your architectural products in close collaboration (co-creation) with both the teams and fellow architects.

Hybrid working is possible. Generally, there is a 50/50 policy, with deviations possible in consultation.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited, from which you can pay payroll taxes and VAT to the Tax Administration.

The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Administration. If you cannot obtain a G-account (and you can provide proof of this from the Tax Administration), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.

• You have knowledge and experience with Architecture frameworks (TOGAF) and modeling (Archimate, UML, BPMN, Enterprise Architect).
• You have demonstrable experience in creating various architectural documents such as a Theme Architecture, SAD (Solution Architecture Document), High and Low Level Designs in the field of application architecture and data security.
