Assignment Description

You will support the team managing the existing Oracle environment as a solution architect with knowledge and expertise. And facilitate new services and further development.

As a Solution Architect, you are the connecting factor between DICTU and the client. You realize designs based on the provided (non)functional requirements. You will take into account future manageability and complexity reduction. You do this by using existing standardized services and products as much as possible.

You are very good at finding the right balance between requirements and possibilities. Stakeholder management is also no secret to you. After all, you work with technical specialists, agile teams, other architects, project organizations, management, and the client to create the appropriate solution for the issue.

Background of the assignment

As a Solution Architect Infrastructure, you are part of the OPSA team (Orchestration, Project Leaders, and Solution Architects). This team is part of the Infrastructure division within the Operations directorate of the DICTU organization.

This division delivers, manages, and develops infrastructure services for its customers spread across a hundred locations of the Ministries of Agriculture, Nature and Food Quality (LNV) and Economic Affairs and Climate Policy (EZK).

The services that DICTU provides to its customers can be created and managed by the organization itself, externally, or a combination thereof. DICTU thus unburdens its customers and takes on the role of service integrator.

In the role of Solution Architect, you will support the team responsible for our landing zone on Azure. Our services need to be elevated to a higher level, taking into account the applicable frameworks and guidelines and the organization's strategy.

Requirements

You are TOGAF and Archimate certified.

Minimum of 4 years of demonstrable work experience in creating architecture documents (architecture and architectural designs) in an agile architecture environment.

Minimum of 4 years of work experience and demonstrable knowledge of and experience with working with and developing infrastructure building blocks.

You have at least a completed HBO (higher professional education) degree.

Demonstrable knowledge of (Government) standards such as NORA, EAR, BIO, and ISO 27001

You have demonstrable experience working within large Enterprise ICT organizations.

Demonstrable knowledge of and experience with creating architecture documentation.

Demonstrable knowledge of and experience with automating processes via Infrastructure as Code with Ansible and Archimate.

Demonstrable knowledge of Oracle products, such as OCI, and/or engineered systems.

Demonstrable knowledge of and experience with managing stakeholders within IT and government.

A degree of political sensitivity and organizational knowledge/sensitivity.

Additional Information

When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act (Wet keten- en inlenersaansprakelijkheid - WKA).

The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all levels in the chain; from supplier to client.

We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) or not, and whether your company is established in the Netherlands or abroad.

You can apply for the G-account from the Tax Authorities.

If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter.

In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
